With the development of the city, logistics activities which service for the city are constantly far away from the metropolitan area. As a part of the logistics industry, express industry is also facing the same problem. The express service is constantly increasing with the rapid development of information technology and e-commerce. Result of market competition makes the express companies has to put the cost of land purchase or lease in the first place, followed by traffic, user concentration and other factors when they decide the location. This paper argues that there is some unreasonable phenomenon on the location of urban express transfer stations decided by the express enterprises under the situation, which is particularly prominent in Beijing, Shanghai and other cities which are large in scale, population aggregation and the high level of economic development, the causing negative external effect of social resources excessive consumption is not conducive to social sustainable development and needs the effectively guide of government.This paper mainly did the following aspects of the research for the location selection of urban express transfer station based on social cost:(1)Determined the model establishment method for by summarizing the domestic and oversea references, which concerning the distribution center layout and the logistics externality. Described the concept and characteristics of express and the express network, analyzed the important role played by the urban express transfer station, introduced the basic theory used in this paper.(2)The situation of express market and logistics location is analyzed, so as to find out the internal reason that urban express transfer land gradually far away from the city. Analyzed the negative externalities caused by the urban express logistics and demonstrated the phenomenon made the negative external effect has become increasingly serious, resulting in the increase of social cost and the loss of social welfare; put forward the government planning of the urban express transfer station based on social cost, including the planning characteristics and the operation mode.(3)A typical region was selected to carry on the example analysis. The model established was applied to solve the urban express transfer station layout problem, proved the feasibility of the model and the social cost saving, which fully showed that it is necessary for the government to plan the selection of the urban express transfer station, and government decision-making result must be different from the decision of enterprise, which is beneficial to reducing the social cost and promoting the social welfare.
