Scientific and technological innovation is not only an intrinsic driving force for maintaining the healthy and stable development of the national economy,but also an important indicator for evaluating the country's overall national strength.Under the new economic normal,China's overall economic growth rate has decreased,and the requirements for high-quality development are increasing.In this new historical period,the fundamental way to promote the upgrading of industrial structure,resolve deep-seated contradictions,and realize the "Chinese dream" lies in innovation.Among the three major industries in China,the industrial industry is related to the lifeline of the national economy and is a key industry affecting the national economic development and industrial upgrading.Therefore,whether the technological innovation of the industrial industry can be fully developed is particularly important.As is known to all,the weight of the tax burden directly affects the income and cost of various industries,and income and cost are directly related to the development of technological innovation.So,does the tax burden of the industrial industry hinder its technological innovation activities?From the perspective of technological innovation,whether tax reduction and fee reduction have a clear necessity.Therefore,this paper attempts to use the actual data of China to explore the impact of tax burden on innovation in the industrial sector from the perspective of empirical analysis.Firstly,based on the tax data of industry and its sub-sectors,this paper analyzes the overall trend of industrial taxation in China in the past nine years.It analyzes the changes of industrial taxation and industry comparison in China by three major taxes,including VAT and consumption tax.And corporate income tax.Secondly,it analyzes the tax burden of China's industry and the comparison of tax burdens within the industry.Finally,comprehensive literature,select appropriate indicators,through the2008-2016 panel data empirical analysis of the industrial sector tax burden affect the specific situation of scientific and technological innovation,and draw the following conclusions:(1)The overall tax burden has a significant negative impact on technological innovation,that is,the tax burden will inhibit the development of technological innovation in the industry;(2)The direct tax burden and the indirect tax burden have a significant negative impact on scientific and technological innovation,but their impact is different;(3)A detailed analysis of the mining industry,manufacturing industry and the production and supply of electricity,heat,gas and water contained in the industrial sector,and found that the impact of tax burden on technological innovation is not all significant,only in manufacturing The tax burden in the industry has a significant negative impact on technological innovation,and the impact of the tax burden on the technological innovation in the mining industry and the production and supply of electricity,heat,gas and water is not significant;(4)Heterogeneity research found that the more fierce competition within the industry,the greater the reverse effect of tax burden on technological innovation,especially in terms of investment in science and technology innovation.Finally,based on the empirical results,this paper proposes the following recommendations:(1)Reduce the overall tax burden of the industrial sector,especially the manufacturing tax burden,to promote the development of scientific and technological innovation.(2)Formulate tax policies based on the specific characteristics of the sub-sectors in the industrial sector.(3)Adjust the tax burden structure to support the development of science and technology innovation in the industry.
