Research objective: As an important pillar of the national economy,pharmaceutical manufacturing is closely related to the health of the people.As a knowledge-intensive industry,innovation has become a source of strength for the advancement of the pharmaceutical industry in the new era.Under the background of economic globalization,the pharmaceutical industry can only gain a place in international competition by relying on technological innovation.Recently,China implemented an innovation-driven development strategy.However,at this stage,China's pharmaceutical manufacturing industry is still in a backward state in terms of technology,equipment and products.In order to maintain the healthy development of the pharmaceutical manufacturing industry,it is necessary to accelerate technological innovation.Under the premise of limited resources,how to achieve the optimal state of input and output and how to enhance the ability of technological innovation to achieve higher technological innovation performance is an issue we urgently need to pay attention to.Based on this,this paper evaluates the innovation performance of China's pharmaceutical industry and putsforward effective suggestions.Research methods: This paper evaluates the innovation performance into two aspects: innovation ability and innovation efficiency by combing relevant concepts and reviewing existing literature research at home and abroad.The factor analysis method was used to measure the technological innovation ability of 28 provinces and cities in China in2016.The DEA model was used to evaluate the innovation efficiency of24 provinces,cities,three regions and three sub-sectors in China.A comparative analysis of the relevance of innovation capabilities and innovation efficiency.Research results: China's pharmaceutical industry has a low overall technological innovation capability in 2016,and there is a phenomenon of agglomeration between regions.From 2007 to 2016,the overall technological innovation efficiency of China's pharmaceutical manufacturing industry fluctuated greatly and showed a downward trend,mainly due to the decline of technology.The innovation efficiency varies greatly among provinces and cities.The innovation efficiency of the eastern and central regions of the three regions has increased,while that in the west has declined.Among the three sub-sectors,biopharmaceutical innovation efficiency has the fastest growth,chemical drugs have developed steadily,and proprietary Chinese medicines have declined.Conclusion: Four suggestions are put forward from the perspective ofpharmaceutical enterprises:(1)enhancing innovation awareness and creating enterprise innovation culture;(2)increasing human resources investment;(3)increasing R&D investment;(4)strengthening cooperation between industry,University and research.Four suggestions are put forward from the perspective of government and industry:(1)increasing government support;(2)strengthening intellectual property protection policy;(3)improving market mechanism and optimizing resource allocation;(4)creating a good innovation environment.
