Study On The Potential Of Farmers’ Income Increase In Huaiyang County

The "three rural issues" determine the healthy and sustained growth of China’s social economy and the balanced development of urban and rural areas.Achieving peasant income increase is the only way to solve the problems of agriculture,rural areas and farmers,get rid of poverty and realize rural revitalization.The "Thirteenth Five-Year Plan" is a crucial period for poverty alleviation and rural revitalization.The report of the 19 th National Congress and the No.1 Document of the Central Committee in 2019 emphasized the need to increase farmers’ incomes through multiple channels.The government work report of 2019 also stressed that the income of migrant workers is the bulk of the current increase in farmers’ income.Therefore,fully tapping the potential of farmers to increase their income is the key to realizing farmers’ steady income growth,improving living standards and stimulating economic vitality.Huaiyang County,Henan Province,as a national poverty-stricken county,the per capita income of farmers is not only lower than the national average,but also lower than the per capita income of farmers in Henan Province.It is urgent to reach the goal of removing poverty from Huaiyang County in 2020.Therefore,based on relevant theories,combined with the current situation of per capita income of farmers in Huaiyang County,it is necessary to analyze the potential of farmers in Huaiyang County to increase their income potential and propose corresponding potentials for mining.This paper is divided into six parts.The introduction part combines the research background,draws on relevant literatures at home and abroad,sets up research ideas and content framework,and proposes possible innovations of this research.The second part is related concepts and theoretical explanations,mainly from farmers’ income,income growth potential and economies of scale.The human capital and the dual economy sort out and summarize the relevant concepts and theories that need to be used in the paper’s argumentation.The third part is the current situation of farmers’ income in Huaiyang County,which respectively affects the income change and growth rate of farmers in Huaiyang County.The absolute income level is compared with other regions and the imbalance of income structure.The fourth part is the analysis of the potential of farmers in Huaiyang County to increase their income.Firstly,a detailed analysis of the mechanism of land transfer,human capital,industrial integration and other important factors on farmers’ income growth potential is carried out.Then based on these influencing factors,combined with the survey data to estimate the income growth potential of farmers in Huaiyang County and empirical analysis of the influencing factors,verify that Huaiyang County has potential for growth.The fifth part is to fully exploit the potential of farmers in Huaiyang County to increase their income potential.This part proposes measures to increase income potential from the aspects of consolidating family business income,raising wage income,and increasing property income.Consolidating family business income mainly proposes corresponding countermeasures from the perspectives of land inflow,rural industry integration,and construction of modern agriculture.The increase of wage income mainly proposes corresponding countermeasures from the perspectives of vocational and technical training,encouraging employment and entrepreneurship,increasing urbanization rate and urban industrialization rate.The increase in property income mainly starts from the transfer of land and the development of the collective economy.By optimizing the financial support for agriculture to change the irrational proportion of transfer income,it proposes corresponding countermeasures.The sixth part is the conclusion and outlook.The conclusions include the urgent need to increase farmers’ income in Huaiyang County.Huaiyang County does have potential for income increase,and the potential for income increase can be fully explored through corresponding countermeasures.The outlook section is a prospect for the research shortcomings and the potential of the research potential.
