Leading enterprises are in small scale, the induced effect of radiation is not obvious.To be aimed at the problems that exist in Huaiyang county at present , combining with the industrial and regional advantage of Huaiyang county, we develop the guidelines of agricultural industrial structure adjustment of Huaiyang county as follows: regarding improving quality and benefit as the centre, increasing peasants' income as the goal , strengthening the market competitiveness for farm products and promoting agricultural industry upgrading as the focal point, based on local market, we aim at the market of the whole province , face the domestic and international markets. Depend on the scientific and technological progress , we further optimize the structure of variety, the structure of industry, the regional overall arrangement and give priority to the agricultural industry of advantage with good market prospects as well as advantageous agricultural product .We should speed up the development of the second and third industries in the countryside, promote construction and workforce shift of small town, improve the labourers' overall quality and increase the benefits of agricultural industry.
