Science and technology are the primary productive forces,and finance is the core of the modern economy.Under the background of the global economy with increasing economic globalization,the combination of science and technology and finance has become more and more obvious in modern economic activities.The mutually reinforcing relationship between scientific and technological progress and financial development has become the core content and main driving force of economic development.In 2016,Zhengzhou City was successfully selected as the second batch of pilot cities for national science and technology and finance.The state-sponsored policy permission provided by the state provided favorable conditions for the innovation and development of science and technology finance in Zhengzhou.Based on this situation,starting from the actual situation in Zhengzhou City,understanding the development status of Zhengzhou City's science and technology finance and improving the efficiency of Zhengzhou's science and technology finance have far-reaching significance for the economic development of Zhengzhou City.In order to understand the development status of the city's science and technology finance,find out the problems in the development of science and technology finance,improve the efficiency of Zhengzhou's science and technology,and promote the sound and rapid development of Zhengzhou's economy.On the basis of reading a large number of relevant scientific and technological financial literatures,this paper analyzes the science and technology finance and its efficiency,gives the definition of technology finance and its efficiency,and summarizes the role of science and technology finance in the development of science and technology.At the same time,using the survey analysis method to understand the current data on the development of science and technology finance in Zhengzhou City,summarizing the development level and current situation of Zhengzhou City's science andtechnology finance,and analyzing the problems encountered in the development of science and technology finance in Zhengzhou City.By using data envelopment analysis method,this paper constructs an efficiency evaluation index system from the perspective of input and output,measures the efficiency of science and technology finance in Zhengzhou from 2006 to2017,and uses the measured comprehensive efficiency value as the explanatory variable to construct a Tobit regression model.Find out the relevant factors that affect the efficiency of science and technology finance in Zhengzhou City.The main conclusions are as follows: First,the technical efficiency of Zhengzhou City is low,the science and technology finance work has been done but not done well;the second is the unreasonable allocation of resources for science and technology finance,and the unreasonable scale of investment has seriously affected the development of science and technology finance in Zhengzhou City;Third,the factors affecting the efficiency of science and technology finance are mainly the government,the financial system and enterprises.The government,the financial system and enterprises play different roles in the efficiency of science and technology finance.The simple government technology grants have limited effect on the efficiency of science and technology finance,and may also To the counteraction;the scale of financial credit and the scale of high-tech enterprises play an important role in improving the efficiency of science and technology finance,and should be paid attention to;while the scale of venture capital is affected by the current economic development of Zhengzhou City,and the effect on the financial efficiency of Zhengzhou City is not significant.Therefore,this paper puts forward corresponding countermeasures and suggestions from the perspective of government,financial system and enterprise,in order to achieve the purpose of improving the efficiency of science and technology finance in Zhengzhou,so that the economy of Zhengzhou City can develop better and faster.
