Dynamic Efficiency Evaluation Of Fiscal Science And Technology Expenditure

The development of science and technology is an important symbol to measure the comprehensive strength of a country, and it is the decisive factor to promote the progress of productive forces. In today's society, the contribution of science and technology to economic growth continues to improve, and our country pays more attention to science and technology and continuously gives more support in finance. With the continuous improvement of the scale of financial expenditure on science and technology, science and technology has gained a more powerful development momentum. At the same time, the focus of the management of financial expenditure on science and technology is to promote the rationality of the scale and structure, improve the efficiency, strengthen its guiding role on other scientific and technological funds, and narrow the regional differences.In the background of Supply-side reform, the development of science and technology has attracted much attention, and it's imperative to solve the problems of financial expenditure on science and technology. At first, this paper analyzes the status of scale and structure of China's financial expenditure on science and technology, and then it constructs evaluation index system and establishes DEA model to assess static efficiency and dynamic efficiency of financial expenditure on science and technology and find out the root causes based on the efficiency of financial expenditure on science and technology to the output of science and technology. Through the empirical analysis,it is found that the scale of financial expenditure on science and technology is insufficient and the structure is not reasonable, and the efficiency is in the state of DEA ineffective,and there are obvious regional differences and the causes are different, and the most urgent is to improve the value of technical change if we want change the current situation.Finally, according to the results of empirical analysis, five policy suggestions on current financial expenditure on science and technology management are to improve the expenditure growth mechanism, optimize the structure, strengthen management to improve efficiency, promote exchange of regional science and technology resources, and promote the guiding role of financial science and technology expenditure.
