In the report of the Party's Nineteenth Congress,General Secretary Xi Jinping has made a forward-looking strategic plan for the comprehensive construction and application of the Internet.It mentions that it is necessary to build a strong network of nations as the basic goal,and use networks,platforms,and intelligence to advance social construction.At the same time,the important arrangements for the implementation of the strategy for the revitalization of villages have been emphasized.It is a need to achieve informationalized production in rural areas through science and technology and information resources,which is a strong power to promote the development of rural modernization.Therefore,the construction of rural informatization has become an important issue for the construction of a new socialist countryside in Chin,and is a common requirement of the party and the government for rural modernization.In recent years,the government has invested a great deal of manpower and material resources in the construction of rural informatization,which has also achieved certain results.The basis for public decision-making by the government on rural information construction is the performance of rural informatization construction.By constructing a performance evaluation index system and model,the effectiveness of rural informatization construction is evaluated.To promote the healthy development of rural informatization construction in China,it is required to promote development through application and promote application through performance evaluation.Therefore,this paper proposes a new evaluation approach for the actual situation of rural informatization construction.Then it establishes a complete set of evaluation index system,and constructs a new evaluation algorithm based on interval type-2 fuzzy linguistic sets.At last,an empirical study is conducted to propose countermeasures and suggestions for improving rural informatization construction performance.Specifically,the research content of this article mainly includes the following aspects:(1)First of all,it elaborates the theoretical basis of rural information construction and performance evaluation.Starting from the purpose and research significance of rural informatization construction,a series of researches and analyses have been conducted.Relevant concepts about rural informatization related concepts and performance evaluation are introduced combining the results of literature review.At last of the first part,it analyzes the current domestic research on the performance of rural information construction and the research on the interval type-2 fuzzy set,and summarizes the current deficiencies in these two aspects of research to highlight the importance of this study.(2)Secondly,group decision-making is conducted through expert group meetings to construct performance evaluation indicators for rural informatization construction and to determine their weights.It also summarizes the definition and operation of interval type-2 fuzzy sets.Considering the uncertain information that will be encountered in the evaluation process,this paper constructs a rural informatization construction performance evaluation model based on the interval type-2 fuzzy number,and improves the accuracy of the evaluation results.(3)Finally,in order to verify the validity of the proposed research method and its application value,data is collected through questionnaires and field surveys to conduct an empirical study.Detailed information about Caofeidian country,Tangshan city is recorded to make clear analysis.In light of the deficiencies in the construction process,suggestions and countermeasures are proposed.
