Worldwide,governments are depending increasingly on private investment for the development of large infrastructure projects.Government budgets are limited,and the involvement of the private sector enables governments to carry out their ambitious plans.Public Private Partnership(PPP)is one of the most advanced developments in serving to decrease the budget load of governments,and to speed up infrastructure.It provides a sound basis for a successful and synergistic teamwork.However,the project illustrates the complexity of implementation of PPP.The investments required,and the complexity of the project put off private investors from bidding.It also shows the impact of a failed project on the economic development of a country.The boundaries between public and private organizations are therefore blurring,and public management is changing.Now Output and performance are the key criteria for evaluating the public sector.That's why researching on influencing success for partnering projects is very important for infrastructure development.The thesis focused on the fundamental theory and implementation of the PPP model.This paper has carefully research on a successful case of the Beijing Metro Line 4 and a failure case of the Hangzhou Bay Bridge,and analyze the experience and determine lessons learnt for improving PPP implementation in Cambodia.After a comprehensive discussion,the research findings suggest a set of countermeasures and recommendations.The specific research contents and results are as follows:1.Influential Factors on The Success of PPP;2.Lessons learnt from successful and failed PPP in China;3.Countermeasures;4.Recommendation for Cambodia.The research results in this paper provides some valuable suggestions for the application of the PPP model in this developing country in Cambodia.I am willing to contribute what I have learned to my country.
