| Shantytown renovation project belongs to the general name of residential areas with poor living conditions,and is a major livelihood project.In 2005,Liaoning Province took the lead in large-scale shantytowns transformation.In four years,29.1 million square meters of shantytowns were renovated,and the housing conditions of about 710,000 households and 211,000 people living in shantytowns were significantly improved.In 2008,Li Keqiang took office as Vice Premier of the State Council,vigorously promoted the construction of affordable housing projects,and then Liaoning shantytown transformation model was popularized throughout the country.All provinces,municipalities,autonomous regions and municipalities directly under the Central Government actively implemented the central decision-making deployment,including the shantytown transformation projects into affordable housing projects and large-scale implementation.In order to continue to strengthen the transformation of shantytowns,seven ministries and commissions issued the Notice on Accelerating the Promotion of Shantytowns(Renovation of Dangerous and Old Buildings)(No.190 of Construction and Insurance [2012]),followed by the State Council issued the Opinions on Accelerating the Renovation of Shantytowns(No.25 of Guofa [2013]),which called for the comprehensive promotion of shantytowns’ transformation,the increase of credit,tax and fee relief and other kinds of government.Policy support,strengthen organizational leadership,improve planning level,so that more people living in shanty towns living in difficult housing conditions have been improved.Jiangxi provincial government attaches great importance to shantytowns reconstruction.In order to conscientiously implement document No.25 of the State Council and the spirit of the national teleconference on shantytowns reconstruction,in 2013,it issued the document "Opinions of the General Office of Jiangxi Provincial People’s Government on Implementing the Shantytowns Renovation Work"(Ganfu Office issued No.22 of 2013).Combining with the actual situation of Jiangxi Province,it requests all counties and cities to speed up shantytowns transformation.In the early stage of the reconstruction project,efforts should be made to raise funds,implement preferential tax and fee policies,ensure the supply of construction land,do a good job of compensation for demolition and resettlement,optimize the layout of planning space,improve supporting infrastructure,ensure the quality and safety of the project,and further intensify the transformation of shantytowns.Nanchang City,In accordance with the spirit of document No.25 of the State Council and document No.190 of the seven ministries and commissions,and in light of local conditions,Nanchang has made great efforts to promote shanty towns projects in order to achieve the purpose of urban renewal.By the end of August,2018,a total of 132,700 shanty towns had been renovated in Nanchang,with an area of 23.83 million units,thus improving the housing conditions of 800,000 people with housing difficulties.This paper takes the X shantytown renovation project as the research object,and strives to analyze the progress and cost of the key points of the project through the project as the blueprint,and then optimize the management,hoping to optimize and promote the shantytown renovation in Nanchang City and even Jiangxi Province.The main work steps of this paper are as follows:First of all,this paper briefly expounds the research on shantytown renovation at home and abroad and the research ideas and methods of this paper,and puts forward the concepts and contents of the relevant earned value method,project progress management and project cost management.Then,this paper introduces the transformation of shantytown in Nanchang city and the reconstruction project of X-shantytown in Nanchang city in detail.Based on the reconstruction project of X-shantytown in Nanchang city,the progress and cost management are introduced.Finally,using earned value method,this paper analyzes the data of the project of X shantytown reconstruction,assembles the results of the analysis into charts and charts,and proposes management optimization for the problem. |
