The“Belt and Road” was formally proposed in September 2013.It has been five years since the implementation of the initiative in 2018.In the past five years,China's overall overseas investment has shown a clear upward trend and the scale of investment has gradually expanded.The areas are constantly expanding,not limited to railways,highways,dams,natural gas,etc.Many companies are trying to go out and promote Chinese brands to the world,while also seeking to obtain excess profits at the global level.However,the actual effect of corporate overseas investment is not satisfactory.According to statistics,the failure rate of Chinese companies' overseas mergers and acquisitions is at least 50%.At the APEC China Business Leaders Forum,many economists and business people think that Chinese companies' overseas investment is inevitable.However,the high failure rate also shows that there is homework to be done on the internationalization of Chinese companies.When companies make overseas investment decisions,they lack scientific and rational decision-making procedures.There is no overall investment strategy and tactical development process.These are important reasons for the failure of overseas investment.Therefore,the process of corporate overseas investment decision-making should be given considerable attention,and the study of strategic audit procedures is also necessary.This paper takes the auditor's perspective as the entry point and conducts targeted auditing of the company's overseas investment process.Taking "strategic choice?functional level strategy?target scheduling?strategic execution effect" as the main line of research,designing audit procedures and methods for each link to form the strategic audit system of this paper.In the chapter on strategic choice auditing,the author designed an audit model of strategic choice.First,the author identifies the key factors affecting strategic decision-making.And then author uses the analytic hierarchy process(AHP)and efficacy coefficient method to determine the weight of each factor.Finally,author uses the numbers to locate the most appropriate type of strategy for the enterprise.Secondly,for the specific marketing strategy of the enterprise,the author constructs a“five factors”model to verify the specific marketing strategy that is suitable for the audited entity.On the basis of the previous part of the audit,the focus of the strategic audit will be gathered on the appropriateness of the future designated business objectives of the audited enterprise.The author uses the SPSS time series model to measure the future operating index value of the enterprise and takes it as an audit basis to judge its appropriateness.Finally,the author focuses on the actual effect of strategic implementation of the audited unit.The author uses COPRAS-G to verify the actual effect of the strategic execution of the audited unit and determine whether there is obvious deviation,exploring the key factors hidden in it.Put forward audit opinions based on the situation of the audited unit.
