Research On The Supply-Side Structural Reform Of Rural Old-Age Services From The Perspective Of Healthy Aging

According to the data released by the Ministry of Civil Affairs of China,China has entered a serious aging society.The aging of population and the relatively backward level of economic development coexist,which brings great challenges to China's pension service industry.Faced with the challenge of aging,China has formulated the "Thirteenth Five-Year Plan for Healthy Ageing",which puts forward the strategic plan of "taking safeguarding the health rights and interests of the elderly and meeting the needs of health services for the elderly as the starting point and foothold,vigorously promoting the structural reform of the supply side of health services for the elderly,and realizing the transformation of the development mode from the treatment-centered to the people's health-centered".As the aging of rural population is more serious than that of urban areas,the rural economy is relatively backward,the farmers' economic ability to pay is lower,and the problem of providing for the aged in rural areas is more serious.Therefore,from the perspective of healthy aging,this paper investigates the supply and demand of old-age care services for the rural elderly in Beihai City,uses the theory of supply-side structural reform to analyze the problems existing in the supply-side of old-age care services in rural areas of Beihai City,and holds that there are unreasonable problems in the main body of supply,the content of supply and the mode of supply.By studying the causes and constraints behind it,it is concluded that these factors are mainly affected by the low level of regional economic development,the weak economic supply capacity of the rural elderly,the inaccurate positioning of government responsibilities and the failure of social forces to effectively stimulate and so on.It is proposed to transform government functions,build a multi-body joint supply,and innovate the content and mode of supply.The rural old-age service system constructed by government,the market,the community,the family and the elderly is expected to provide comprehensive services for the healthy old-age needs of the rural elderly.
