Study On The Multi-cooperation Mode Of China's Rural Old-age Service Supply Under The Background Of Healthy Aging

Since the 1990s,"healthy aging" has gradually become a goal of global development strategies: extending the concept of health to the aging process,with a focus on improving the quality of life for the majority of older people.Under the background of healthy aging,the meaning of " endowment " has entered the stage of emphasizing the availability,satisfaction and dignity of the aged.China's aging population has the problem of urban and rural inversion,and the rural areas are facing more serious health care dilemma.This paper first defines the elderly service supply and other related concepts.Based on the need theory,social equity theory,welfare economics,welfare pluralism and other related theories,this paper divides the development of China's rural old-age service supply into four development stages since the founding of New China,and summarizes the logic and rules of the change of China's rural old-age service supply.Then,this paper constructs the binary Logistic model that affects rural old-age care service supply in China.By using the CHARLS data,through the regression analysis of whether the rural elderly can get and the main types of old-age care service supply,the paper compares the urban and rural elderly's access to family old-age care service supply and social old-age care service supply.This paper analyzes the factors that influence the multiple supply of rural old-age service in China from the aspects of health,social and economic status and family characteristics.On this basis,the paper discusses the problems existing in the multiple supply of rural old-age care services in China: the difficulties caused by social change,informal care and "family moral hazard";The lack of government responsibility leads to the disparity between urban and rural pension service treatment,the lack of independent and unified rural pension service management organization,the lack of legal authority,and the slow progress of standardization construction.The lack of driving force and professional talents in the rural pension service market make the supply and demand of the rural pension service market unbalanced.The limited number and slow development of old-age service social organizations and the lack of old-age service in rural communities are the serious shortage of old-age service provided by social organizations.Therefore,this study starts from the four dimensions of welfare pluralism,starts from the division of responsibility boundary of social governance,based on the cooperation willingness and interest game of multiple subjects,advocates the cooperative partnership between the government and other subjects in the production of old-age care services,and constructs the multi-cooperation supply model of rural old-age care services in China: The government "one core" leading the supply of old-age service,the core task is the supply of basic old-age service system and policy,cultivate other main supply forces,leading the market-oriented way to cooperate in the supply of old-age service;Cooperate with families,markets and social organizations to provide support for the supply of family old-age care services,empower and increase the power of families,and transform the family-oriented old-age care service supply from responsibility orientation to right orientation;Guide the integrated development of old-age service industry to meet the differentiated needs of old-age service in rural areas;We will guide the development of the mode of mutual support for the aged,and promote the voluntary provision of mutual support services by social organizations.According to the above model,this paper puts forward countermeasures and suggestions for the development of multi-pillar cooperation in the supply of rural old-age care services in China: to establish a multi-pillar financing mechanism for rural old-age care services,including the establishment of national,social and family(individual)financing pillars.To improve the accessibility of rural old-age service with mobile old-age service,to re-recognize the value of rural old-age service,to support the development of rural health old-age service industry,to promote the cooperation between urban and rural areas to provide old-age service,to deal with aging with scientific and technological innovation,and to train professional personnel of old-age service in rural areas.Possible innovations of this study include :(1)Exploratory promotion of welfare pluralism theory.In modern society,welfare pluralism faces endogenous and exogenous dilemmas.This paper tries to define the functions and boundaries of the government,market-oriented pension service enterprises,non-profit social organizations and volunteer organizations,and family subjects.It not only emphasizes the distribution and decentralization of responsibilities,but also pays attention to the supply mode and cooperative relationship of various supply subjects,and explores the construction of a target mode of government "one-core" leading and multi-party cooperation..This study provides a new mechanism for overcoming the dilemma of welfare pluralism itself.(2)It provides a new idea for the practice of old-age service supply in rural areas.In the context of healthy aging,this study focuses on exploring what kind of old-age service supply road should China's rural areas take,innovating the rural old-age service model,making farmers' healthy old-age care and rural areas an ideal place to live,so as to stabilize rural areas and prosper agriculture.The study has contributed a new scheme to the development of rural elderly care services.
