Research On Implementation Problems And Countermeasures Of Basic Old-age Insurance For Urban And Rural Residents

Since the reform and opening up,with the rapid development of our country's economy and society and the implementation of the family planning policy,the aging process has been accelerated step by step.In order to alleviate the aging of the population,the central and local governments continue to explore the construction of pension insurance system.The implementation of the social endowment insurance system for urban and rural residents is of great significance for ensuring the life of the elderly,maintaining the stability of the rural society,building a well-off society in an all-round way,and realizing the harmonious development of the society.Quanlin Town,as a town with large population in Sishui County,Shandong Province,is also a big labor export town,and its elderly population is increasing.Add,the degree of aging is deepening,endowment pressure is obvious.This paper takes Quanlin Town as the research object,on the basis of social security theory,Maslow's hierarchy of demand theory,government responsibility theory and public policy theory.With the help of personal interviews and questionnaires,this paper studies the current implementation of the basic old-age insurance system for urban and rural residents in Quanlin Town,hoping to provide some references for the formuluation of government policies.The implementation of the basic old-age insurance system for urban and rural residents in Quanin Town has made some achievements,mainly as follows:first,the coverage of insured people is constantly expanding.Second,the minimum standard of basic pension is constantly raised,and the level of protection continues to improve.Third,the concept of the elderly residents gradually changed.Fourth,the qualification certification of pension collection continues to improve.Through the investigation,it is found that there are still some problems in the process of implementing the basic old-age insurance system for urban and rural residents in Quanlin Town:first,the residents'consciousness of independent payment is weak and their enthusiasm is not high.Second,the operation of pension poor management,the absence of collective benefits.Third,the level of pension protection is low,it is difficult to ensure the basic needs of residents.Fourth,the capacity of grass-roots agencies is inadequate,the level of service needs to be improved.Fifth,urban and rural residents pension insurance and other systems are not smoothly linked.The main reasons for the problems in the implementation of the basic old-age insurance system for urban and rural residents in Quanlin Town are as follows:first,the system propaganda is not in place and the incentive mechanism is unreasonable.Two is the village collective economy income is small.the collective subsidy way lacks the implementation detailed rules.Third,local financial resources are limited,funding channels are single,personal contributions are less.Fourth.the construction of grass-roots agencies is inadequate,the level of service needs to be improved.Fifth,the design of the cohesion between the endowment insurance system is not perfect.In view of the problems existing in the pension insurance of urban and rural residents in Quanlin Town,we can optimize it from the following aspects:first,we should increase publicity and improve the incentive mechanism of subsidies.Second,vigorously develop the village collective economy,the study of collective funding rules.Third,raise overall planning level,raise resident income.Fourth,strengthen the construction of grass-roots agencies and improve the level of service.Fifth,perfect the design of the link between urban and rural residents pension insurance system and other systems.
