Research On The Current Situation And Countermeasure Of Basic Endowment Insurance For Urban And Rural Residents In Nanchong City

In February 2014,the state council announced that the new rural insurance system and the urban housing insurance system would be combined nationwide,and a unified basic old-age insurance system for urban and rural residents would be established.This has made solid progress in realizing the balanced development of urban and rural areas,maintaining social equity and promoting the full coverage of the basic old-age insurance system.The development of basic old-age insurance for urban and rural residents in Nanchong city,after years of exploration and adjustment,carried out the pilot work of rural social old-age insurance in the 1990 s and early 2000 respectively,and carried out beneficial attempts and experience accumulation for the establishment of the basic old-age insurance system for urban and rural residents in 2014.Since the eighteenth congress,the CPC central committee based on the global,has implemented a crucial,rural poverty the revitalization of development strategies,the demand for basic old-age insurance is no longer limited to the "basic",therefore,how to better serve the general situation of primary endowment insurance of urban and rural residents,improving the well-being of the masses in the ginseng and get feeling,become the urgent problem need to be settled as soon as possible.This paper conducts an in-depth investigation on the implementation status of basic endowment insurance for urban and rural residents in Nanchong city,in order to find out the main problems in the policy operation,trace the causes of the problems,and then put forward targeted Suggestions.Through a large number of interviews and investigations,this paper makes an in-depth summary of the implementation of basic old-age insurance for urban and rural residents through literature analysis and comparative analysis.Firstly,the evolution process of basic endowment insurance for urban and rural residents in Nanchong is introduced,so as to present the development history and foundation of basic endowment insurance for urban and rural residents in Nanchong in a comprehensive and complete way,and to provide a realistic basis for the causes of problems in the implementation of policies.Secondly,the paper sorted out policy documents,collected data of insurance premium payment and treatment payment,and analyzed prominent problems in the development process of basic endowment insurance for urban and rural residents in Nanchong city,such as insufficient incentive and constraint of premium payment,low level of overall planning,imperfect treatment adjustment mechanism and weak service ability at the grassroots level.Finally,countermeasures are proposed to solve theexisting problems.It is suggested to strengthen legislation to enhance the authority of the system,improve the overall planning level,strengthen policy stability,improve the treatment adjustment mechanism,improve the grassroots service institutions,provide quality public services,and encourage the establishment of a multi-body social security system.
