The economic development of resource-based regions is usually dominated by resource-based industries.It is not only an energy resource guarantee base for the further development of China's economy,but also a support for the sustained and healthy development of the national economy.However,with the emergence of internal and external factors such as the changes in the international political and economic environment and the slowdown of the domestic economic growth,there is an increasingly severe contradiction between the sustainable development of the resource-based region,energy security and development,and ecological environmental protection.The issue of coordinated development between energy systems and environmental systems has begun to emerge,and the sustainable development of resource-based regions is facing a severe test.With the requirements of sustainable development,simply analyzing the economic and social development status can no longer meet the requirements of coordinated development of resource-based regions,and it is necessary to comprehensively consider the coordination of economic development,energy security and environmental protection.The research mainly includes the following four aspects: first,the basic theories are explained.Combined with the theory of 3E system and the theory of coupling and coordination development,the attributes,characteristics and classification of resource-based regions in China are systematically expounded.Second,the development status of resource-based regions is analyzed.A comprehensive evaluation has been carried out on the economic scale,industrial structure,energy support,energy consumption,environmental pollution and environmental protection of 126 resource-based prefecture-level cities in China;the third is the empirical study of the development index.Combined with the characteristics of social and economic development of resource-based regions,a set of scientific evaluation index system is established,and the comprehensive development index and economy,energy and environmental development index of 126 resource-level prefecture-level cities were calculated by using the mean squared weighting method and the range difference standardization method,which is evaluated systematically from three perspectives: time,space and regional type;the fourth is the empirical study of coupling coordination degree.Based on the analytical method of coupling coordination degree,the internal coupling coordination degree model and the system integrated coupling coordination degree model are established.The comprehensive coupling coordination degree of the 3E system and the economy,energy and environment are calculated and evaluated comprehensively in each resource-based region from 2007 to 2016.The main conclusions of the study are: the overall development level of resource-based regions has increased significantly,and the regional performance is Eastern > Central >Western.The comprehensive development index of different types of resource-based regions is characterized by regenerative > growth > mature > declining.The system coupling coordination degree of resource-based regions is always dominated by reluctance coordination,and the spatial representation is east > middle > western.The coupling coordination degree of different types of resource-type regions is regenerative > mature >growing > declining.In the internal coordination relationship of the system,there are more economic-energy lags in the growth and declining resource-based regions,there are more economic-environment lags in the mature resource-based regions,and the coordination between the energy system and the environment system is poor in the renewable resource regions,only when the coordination between the two systems has improved,can the system coordination of the entire region be improved.
