Resource-based cities are a special type of city that mainly rely on the resource industry for development.Since the founding of New China,they have made outstanding contributions to China's economic and social development.With the emergence of problems such as resource exhaustion and environmental degradation,resource-based cities must undergo transformation and development.The report of the Nineteenth National Congress emphasized the implementation of regional coordinated development strategies,which put forward higher requirements for the coordination of the transformation and development of resource-based cities.At this stage,the transformation and development of resource-based cities has entered a critical period,and the coordination of its economic,social,and environmental systems is facing a severe test.Therefore,it is of great significance to promote the transformation and development of resource-based cities by studying the coordination of resource-based cities during the transformation and development and clarifying the coordination status of resource-based cities.With the support of the coordinated development theory and the sustainable development theory,this article analyzes the coordinated status of the transformation and development of resource-based cities by taking 34 resource-based cities as research objects from 2010 to 2018.Firstly,it analyzes the policies and resource basic conditions of resource-based cities,and analyzes the current status of resource-based cities' transformation and development from the economic,social and environmental aspects.Secondly,based on the combination of relevant literature and reality,24 indicators are selected from the economic,social and environmental systems to build a coordinated evaluation index system,and the TOPSIS-entropy weight method and coupled coordination degree model are used for evaluation.The results show that the development level of the overall resource-based city's economic,social,and environmental systems has steadily increased,but the development level of individual cities is low,and the gap in the development level of resource-based cities is large,especially in terms of economy;the average coordination level of thetransformation and development of resource-based cities has gradually increased.During the study period,the coordinated development level is eastern> central>western,regenerative> mature> recessive> growth;the coordinated development stage of the overall resource-based city is gradually shifting to a higher level,but the overall coordination stage in 2018 is still barely coordinated,and the coordination stage is still low,and the city coordination level is polarized;obstacle degree model is used to analyze the weakly developed systems of various resource-based cities,and resource-based cities are divided into economic barriers,social barriers,and environmental barriers.Among them,economic barriers are the most.Finally,based on the research results,analyze the problems of China's resource-based city transformation and coordinated development,and put forward measures and suggestions to promote resource-based city transformation and coordinated development.There are four main aspects: adjust the industrial structure of resource-based cities with economic barriers;strengthens the livelihood of resource-based cities with social barriers;improve the environmental governance system of resource-based cities with the environmental barrier;adapt to local conditions and pay attention to coordinated development of the system.The article uses TOPSIS-entropy weight method and coupling coordination degree model to analyze the coordination status of the economic-social-environment system in the transformation and development of 34 resource-based cities,and put forward relevant countermeasures for weak development systems,which has important reference significance for forming a coordinated road for the transformation and development of resource-based cities.
