As a large grain province,Henan Province plays an important role in agricultural production throughout the country.The agricultural science and technology park is a combination of scientific and technological progress and the development of agricultural industrialization,and is the necessary way to accelerate the recommendation of agricultural industrialization.Therefore,the construction of agricultural science and technology parks in Henan is of great significance.Based on the agricultural location theory,the growth pole theory and the high-tech transformation of traditional agricultural theory,this paper analyzes the management system and operation mechanism based on the field research and finds the current Henan Province.The problems existing in the development of agricultural science and technology parks,and a set of evaluation index system for these problems.The system includes seven secondary indicators including input capacity,output capacity,demonstration driving ability,scientific and technological service capability,scientific and technological innovation capability,scientific and technological achievements transformation capability and promotion capability,as well as the corresponding number of park management committees,government investment,and R&D investment.45 levels of social indicators,social input,demonstration area,total output value of the park,outout value of the primary industry,output value of the secondary industry,output value of the tertiary industry,land yield,employment in the park,and labor productivity of the park.In this paper,the comprehensive fuzzy evaluation method is used for evaluation.Firstly,the data is standardized,and then the weight of the indicators is obtained.Relevant experts were invited to score the target level of the park,and the weights of the second-level indicators were calculated according to the scores,so that the scores of the parks were sorted.A comparative analysis was conducted for the relevant situations in 2016 and 2017.After analyzing the data for two years,this paper believes that the joint management model is superior to the government management model and enterprise management model.Judging from the comprehensive score ranking,the development of Zhengzhou and Zhoukou national-level agricultural science and technology parks is better.The main reason is that the two parks are relatively balanced in development,with no obvious shortcomings and emphasis on technology investment.Zhumadian and Xiangyang national agricultural science and technology parks developed rapidly,mainly due to the further improvement of investment capacity and demonstration driving ability.The development of the national agricultural science and technology park in Fuyang has slowed down.Because it is an industrial city,the agricultural technology promotion ability is relatively weak,so its promotion ability,technological innovation ability and scientific and technological achievements transformation ability are decreasing,resulting in a sharp decline in ranking.Overall,the investment in various parks has increased,indicating that both the government and society have taken note of the importance of developing agricultural science and technology parks.However,in the four aspects of demonstration driving ability,technology service capability,scientific and technological innovation ability and promotion ability,the development of each park is relatively uneven.The next step should be to upgrade these four aspects.
