The No.1 Document of the Central Committee that emphasized the need to deepen the reform of the rural housing system In 2018,And pointed out that the exit of rural housing sites is important,However,the implementation of ex situ poverty alleviation can solve the problem of poverty alleviation and development in poverty-stricken areas in China.The exit of the homestead is one of the important factors affecting the implementation of the ex situ poverty reduction and relocation policy.The two policies are coordinated to a certain extent.Therefore,the exit of the homestead is an important part of the implementation of the Poverty Alleviation and Relocation Policy.The focus is on compensation.The core of compensation lies in the compensation price.Due to the current land property rights structure and the house site system,the formulation of the compensation rate for the exit of the homestead and the unreasonable distribution of the income from the homestead have led to the inefficiency and unfairness of the exit of the homestead.The relevant policy documents issued by the Ministry of Land and Resources clearly indicate that the indicators for the increase and decrease of the areas for ex situ poverty alleviation are strongly supported,and that the increase or decrease of the linked savings indicators is allowed to be transferred within the provincial scope,and the funds are used to support the relocation of poverty alleviation.This means that the compensation price for the exit of the farmer's homestead in the poverty alleviation can be measured on the basis of the land development right,and the fairness and efficiency of the compensation price can be improved.Through comprehensive query literature data,household interviews,questionnaire surveys,mathematical statistics,model calculations and other methods,this paper comprehensively studies the calculation of the compensation price for the resettlement of the farmer's homestead in the area of land for development.The research results and their conclusions are as follows:(1)Field visits were conducted to investigate the actual family situation of farmers and their expected compensation price for the withdrawal of homestead in therelocation areas of poverty alleviation in exchange for land.Then the survey data were analyzed by mathematical statistics,and the expected compensation price of farmers was obtained.Finally,corresponding amendments were made.According to the data collected from the field survey and the questionnaire,using the relevant model method to carry out statistics and descriptive analysis,the expected compensation price of the farmers who quit their homestead to help the poor and relocate in Taipingying village is estimated to be 174494.21 yuan/mu.(2)According to the actual conditions of the homestead itself,the price of the homestead without considering the price of the right to development of the Homestead Land is estimated to be 17292.46 yuan per mu.According to the economic conditions and the endowment of cultivated land resources in the research area,the model is constructed to calculate the price of the right to land development.The price of the right to land development of the peasant households in Taipingying village is estimated to be 117162.13 yuan/mu by using the price model of the right to land development.Combining the two methods,the theoretical compensation price of rural households' homestead withdrawal is calculated,and the theoretical compensation price is 250800.16 yuan/ mu.(3)From the above two points,the compensation price for the resettlement of the farmer's homestead based on the land development right is divided into two aspects,one is the expected price,another is the theoretical compensation price,The compensation price range for the exit of the rural households with poverty alleviation.Finally,the compensation price range of Taipingying village's homestead withdrawal is 174494.21 yuan/mu to 250800.16 yuan/mu,which is based on the right of land development.(4)There is a problem of the allocation of land development rights in the calculation of land development rights.Therefore,it is necessary to measure the distribution ratio of land development rights among various stakeholders.According to the distribution assumption of land development right in this paper,it is estimated that the distribution ratio of the price of land development right withdrawal from rural households' homestead in Taipingying village is 21.85%:11.72%:66.43%.That is,the price of land development right allocated to the government is 25600.13 yuan/mu,the price of land development right allocated to village collectives is 13734.3 yuan/mu,and the price of land development right allocated to farmers is 77827.70 yuan/mu.(5)Finally,the calculated home base exit compensation price is converted intothe current compensation price model and compared with the current compensation price.According to the calculation of village price,the price range of 14 relocated villages in Taipingying is obtained.There are price differences in each village.In space,the compensation price of each neighboring village is similar;the compensation price of the main road and the rich villages is higher;the compensation price of the relocated villages with strong relocation intention is lower.This is because the actual situation of each village is different,and the price is more specific and reasonable.(6)The calculation price comprehensively considers the price of the land development right,which is more perfect than the current compensation price system.It is higher than the current compensation price.It fully considers the vital interests of the households who withdraw from the rural households in the relocation areas of land-changing poverty alleviation and further realizes social equity.Based on this,this paper puts forward some policy suggestions on the withdrawal of rural households' homestead in land-changing poverty alleviation and relocation,which can provide ideas for the implementation of the policy of land-changing poverty alleviation and relocation of rural households' homestead withdrawal.
