Rural Residential Land Change And Policy Response In Suburban Villages Of Big City From The Perspective Of Farmers

In recent years,with the rapid development of China's urbanization,urban boundaries continue to spread,suburban villages and towns are experiencing rapid changes.Unprecedented changes have taken place in land use,especially residential land in villages.In order to explore the evolution path and internal mechanism of rural residential land in the suburbs of metropolis,and provide innovative ideas and decisionmaking basis to solve the problems of agriculture,rural areas and farmers.We selected two villages of Pukou district in Nanjing city as study cases.From the micro perspective of farmers,this paper comprehensively and deeply investigates the process,characteristics and laws of residential land change in suburban villages of big city,and probes into the micro driving factors and mechanisms of residential land change in villages on the basis of the research on the characteristics of farmers.Based on the guidance of rural residential land policy,this paper discusses the actual problems of rural residential land change.On the basis of discussing the experience of rural residential land policy and evaluating farmers' attitude towards policy intervention on residential land,this paper puts forward some reasonable policy measures to improve the status of rural residential land.The main research contents and conclusions of this paper are as follows:Research Content ?: Study on the location selection and its influence mechanism of residential Land for farmers.This paper studied the status of land use selection,spatial change characteristics and land use environmental impact by using statistical and econometric analysis,spatial analysis,model analysis and index analysis.It was found that the spatial distribution of residential land for farmers coexists with aggregation and dispersion on the whole,and the spatial concentration trend appears in the location selection of new residential land for farmers.The better the economic development and traffic conditions in the village,the more obvious the spatial concentration.The location of the farmers' residential land was very dependent on the neighborhood,agriculture,transportation and so on.The better the development of the village economy,the stronger the farmers' dependence on the neighborhood and the traffic,the worse the rural economic development,the stronger the farmers' dependence on the environment of agriculture and transportation.For most of farmers,the village trails and the general rural roads had a high degree of influence on the selection of the residential land use,and the high-grade roads had a low impact on the choice of the residential land.Research Content ?: Study on the scale changes of farmers' residential land.We use the methods of statistical and econometric analysis,theoretical and empirical analysis to study the construction frequence,scale,as well as impact factors and mechanisms of farmers' residential land size.It was found that the construction intensity and scale of the residential land was increasing continuously.The size of the residential land was mainly affected by the development environment,the traffic conditions,the economic and demographic characteristics of the farmers.The roles of farmers' income,level of concurrent industry and the population were positive.The roles of village development environment,traffic conditions and elderly population of farmers were negative.The effect of farmers' economic conditions on the scale of residential land was direct,and the external environment factors such as village development environment,traffic conditions and farmer' s population characteristics were indirect to the scale of residential land.Research Content ?: Study on the function changes of residential land for farmers.This paper used the methods of statistics and metrological analysis,qualitative analysis and other methods to study the functions of farmers' residential land use,the characteristics of evolution,and trend forecast.It was found that farmers' land use function expericed three stages,function establishment,function expansion and function abandon.In recent 40 years,the size of land of basic living function land declined and then rised up.The land size of leisure and multi-function kept High level.The function of farmers' residential land was diversified,non-agricultured and integrated with the development of the times.The diversified function involving living function and leisure function would be the main function in future land use for farmers.Research content ?: Response policy research on residential land use change for farmers.This paper analyzes the evolution of China's rural residential land policy and its impact on farmers after the founding of the People's Republic of China by using qualitative research methods such as institutional backtracking and induction.In the process of China's land reform and policy development,rural residential land is generally spontaneous evolution of farmers.Before the reform and opening up,the country's economic and social development was slow,which made the changes of farmers' residential land mainly constrained by policies.After the reform and opening up,the rapid development of national economy and society accelerated the changes of rural household residential land gradually.Due to the unique location conditions and the value growth space of residential land in suburban areas of big cities,farmers are generally reluctant to give up residential land in villages.Using qualitative analysis methods such as inductive summary and logical reasoning,and quantitative analysis methods such as statistical and quantitative analysis,theoretical and empirical analysis,this paper sort out the basic problems formed by farmers' residential land change and understands farmers' willingness to change the status of residential land and intervention of different key policies,and then summarizes and puts forward specific measures and suggestions for policy response.It was found that the current status of development of residential land was not conducive to the improvement of rural residential land environment,the implementation of laws and regulations,and the fair principle of rural residential land system.The rural population represented by women and middle-aged people had great expectations for policy intervention.It was particularly desirable to improve the current residential land environment through policies and to create conditions for improving the quality of residential land.In view of the above comprehensive analysis,this paper proposed that policy measures should promote the equalization of local environment of farmers' residential land and guide the rationalization of the scale of residential land for farmers,as well as promote the simplification of the function of rural residential land and explore the marketization of farmers' residential land.
