Problems about PPP projects have gradually emerged with the develop of PPP financing mode.The basic elements of evaluation are not very clear.Indicators' setting is not fully based on relevant principles.The project life cycle is not considered or industry standards are not fully referred to.The purpose of this paper is to construct a life cycle performance evaluation system based on the Balanced Scorecard(BSC)to solve these problems properly.The paper adopted a comprehensive review of the pertinent literature to summarize the current PPP project performance evaluation methods.Case-study method is applied to show the analysis.Based on the disclosure of case project's performance evaluation methods,Analysis is conducted from four perspectives: basic elements,SMART principle,project life cycle and industry.After comparing different evaluation systems,BSC is selected as the optimization tool,and its applicability and feasibility for PPP project performance evaluation are discussed.Then the paper constructed the performance evaluation framework based on BSC,including three objectives(compliance,effectiveness-efficiency-benefit,result-using),four dimensions(finance and taxation,stakeholders,project control and management,sustainable development)and five stages(identification,preparation,procurement,implementation and transfer),totaling 16 secondary indicators and 56 third-level indicators.A single indicator in the project life cycle's score is 100.Finally,the new framework is used to classify the original indicators,and the paper reveal the optimization of the BSC through comparative analysis.The result of the analysis shows: The framework of performance evaluation based on BSC can track the performance level of enterprises from horizontal and vertical levels.The total score of a single indicator is set as 100,which breaks through the current pattern of 100 points in all stages,and can continuously control performance from the perspective of the whole life cycle.The framework can help improve the range of time and risk points,and provide a reference for the construction of performance evaluation system in various industries.
