City commercial banks as an emerging power of the financial sector,developfrom urban credit cooperatives which is established by the1980s.The rapiddevelopment of city commercial banks in the past20years promote the healthydevelopment of China’s financial market,improve the construction of China’s financialsystem.City commercial banks have a small overall size,the development ofdependence and other characteristics.City commercial banks which expanding thecurrent business, software and hardware strength gradually improved, continuing toenhance the management level,has grown to become an important force in China’sbanking sector.Years of city commercial banks have accumulated valuableexperience,with its innovative products and services to facilitate local businesses andresidents.Although the focus of the development of city commercial banks are not thesame,with the growing track of city commercial banks have neglected a veryimportant area-performance evaluation.Performance evaluation is an important partof enterprise management,many city commercial banks for various reasons has nottaken a scientific and effective performance evaluation system, just following thesimple evaluation method leaves the original system.This evaluation method can notidentify the city commercial banks in the performance of evaluation of the existingproblems,which is not conducive to banks through the performance appraisal toenhance the strength of enterprises and improve management.Many of theperformance evaluation systems now exist on the index set on the operating results,especially the revenue, profits and other financial indicators,ignoring the lack ofcustomer base, staff levels and other aspects of the appeal.The performance evaluationindex system was very lacking in this regard,especially in urban commercial banks.For evaluation of traditional emphasis on financial indicators,in the early1990s,Professor Robert Kaplan and David Norton in accordance with the content andresults of the project,proposed a financial indicators and non-financial indicators areinterrelated balance of performance evaluation method-Balanced Scorecard.Theintroduction of the Balanced Scorecard method can improve the performanceevaluation method which was originally based on financial indicator.The inclusion ofnon-financial indicators can overall business conditions for enterprises to make a complete evaluation.Balanced Scorecard can effectively enhance the competitivenessof the bank, the bank’s long-term development to adapt to meeting the challenges ofglobalization of financial markets.This article speaks to H Bank,as an example,analyze the status of H bankperformance evaluation system and problems,design a new performance evaluationsystem.In this paper,uses literature review,case analysis,questionnaire and AHP,considering the Balanced Scorecard in H bank performance evaluation systemapplications.This paper is divided into five chapters: the first chapter is anintroduction,presented research background,the purpose of this study, methods andcontent; Chapter2is a literature review, describes the current domestic and foreigncommercial banks on the Balanced Scorecard and research on performance evaluation;Chapter3illustrates H Bank, as an example,gives the current performance evaluationmethods of H Bank,analyses the problems of the current performance evaluationmethods,according to the causes and results of the external environment and internalanalysis can be applied whether H bank can uses the balanced scorecard; Chapter4states branches and employees based on two levels of H banking applicationsdesigned for the BSC, the balanced scorecard indicators that should include.Afterall,according to the questionnaire, described by AHP, accomplish the BalancedScorecard of H Bank.In the end,H Bank in the implementation of the BalancedScorecard process should pay attention to the problems described. In Chapter5:Conclusions and further prospects articles.Through the design of H Bank’s BSC performance evaluation system and acombination of corporate strategy, elaborates design ideas and design principles, andacquires the scientific and rational assignment of index based on AHP. Through theimplementation of the Balanced Scorecard, H bank can target its core strategic graspof performance focus and enhance its overall strength.
