Research On Risk Management Of Rural Complex PPP Project

The rural complex has just started in China,and the government has gradually realized the importance of developing modern agriculture and encouraged all parts of the country to vigorously promote agricultural supply-side reform.However,it is difficult for the government to develop agriculture on its own,and the capital and management experience of social capital should be introduced.Through the analysis of a large number of PPP cases at home and abroad,after the timely introduction of social capital,there are still many risks in the development of rural complex,which need to be scientifically prevented and resisted.The rural complex PPP is a community relationship of "benefit sharing,risk sharing and whole-process cooperation" between the government and social capital.Through empirical research,the author analyzes the risk proportion of the rural complex,and finds out the risk problems existing in the rural complex PPP project of the financing subject and solutions.This paper mainly studies the risk management process of rural complex PPP projects from the perspective of the financing subject.Firstly,the operation mode and financing subjects of the rural complex project are comprehensively analyzed to lay a foundation for risk management research.Secondly,risk management should follow the process of "risk identification,risk assessment and risk sharing".Through the use of WBS-RBS method and analytic hierarchy process for scientific and systematic analysis,and in accordance with the principle of risk sharing risk will be divided among the financing subjects.Finally,according to the results of risk sharing,this paper studies the risks that financing subjects may encounter in the process of project operation and puts forward countermeasures.Based on the perspective of the financing subject,the risks of the rural complexPPP project from the perspective of the financing subject,which is conducive to the control of the risks of the PPP project,and can help the financing subject to reduce the risk losses involved in the PPP field,so as to have a positive impact on the actual operation of the rural complex PPP project.
