Study On Land Use Model Selection Of Pastoral Complex

In 2017,as a brand-new field of agricultural development,the pastoral complex was proposed in the national policy documents.It began to support the construction of the pastoral complex project in eligible rural areas.The development and construction of the project emphasized the principal position of farmers' cooperatives.It not only guaranteed the effective participation of farmers,but also guaranteed their legitimate rights and interests.Aiming at the development of agricultural modernization,we should build industrial parks for the comprehensive development of new industries and new formats in rural areas.With regard to the utilization of rural land,the construction of pastoral complex can effectively revitalize the idle collective land resources and guarantee the land demand for the development of rural comprehensive industry and agricultural modernization.On the contrary,the policy documents of the state also provide considerable guarantee in the land use of rural complex projects.For example,by defining the corresponding index of construction land and strengthening the comprehensive consolidation of rural land,the integration and development of new industries such as rural leisure tourism,vacation and pension,culture and education are carried out on the saved and accumulated construction land.At present,China's agricultural industry has gradually matured and improved in the development of leisure,vacation,sightseeing,tourism and other multi-functional areas.Under the background of the implementation of the Rural Revitalization strategy,the development of agricultural modernization represented by the pastoral complex has shown a rapid trend,which has played a great role in promoting agricultural production,farmers' income and rural beauty.While giving full play to the functions of sightseeing,experience,leisure and tourism,agriculture needs to be supported by related comprehensive services and commercial infrastructure.The construction of these projects relies on land resources,so it inevitably involves the planning and utilization of rural collective land.Similarly,in the construction process of the rural complex project,collective construction land is the basis,agricultural land is the support of modern agriculture,and "four wasteland" is the most potential source of land for rural development.Therefore,the acquisition and utilization of rural land is the focus of attention of various construction subjects,that is to say,the key to the construction of pastoral complex is to solve the problem of project land use and to excavate the dividend of rural land.Therefore,the choice of land use pattern has important practical significance for the construction and development of pastoral complex projects.On the basis of the construction and successful operation of the national rural complex project,this paper summarizes the typical land use patterns of the rural complex projects in the pilot areas,based on the land transfer mode,the land cooperative operation mode and the land income distribution mode in the process of land use.This paper chooses Yangshan model of "Oriental Pastoral" in Wuxi,the first representative pastoral complex in China,Lujiacun model of "Rural Lujia" in Anji County,Zhejiang Province and Dujiangyan model in Chengdu,Sichuan Province,as the benchmark of national pastoral complex project construction,to discuss and analyze the applicable conditions of various land use patterns,the effects and possible shortcomings.Taking Yunteng Pastoral Complex in Suixian County,Shangqiu City,Henan Province as an example,this paper establishes the criteria and basis for land use pattern selection of pastoral complex by combining the analytic hierarchy process with Dematel method,builds the model for land use pattern selection,and then determines the optimum degree of land use pattern by using extension goodness evaluation method.Through field investigation and data statistical analysis,the optimum land use pattern is finally selected.Taking Yangshan model in Wuxi as a reference,taking enterprises as the leading factor to promote rural land circulation and create a development land model with multiple land revenue ports,and then putting forward relevant safeguard measures in ensuring the smooth operation of land use model and the scientific development of pastoral complex,so as to promote the improvement of project land and long-term sustainable development.On the theoretical research,this paper enriches the theoretical research on the project of pastoral complex and the multi-functional agricultural land use model in the existing literature,and improves the theoretical basis of rural and agricultural modernization development in land use issues.In practice,it will provide reference for the land use problem of rural complex construction in all regions of the country,ensure the implementation of the project,rationally allocate the land for rural industry,and promote the development of rural agriculture and other comprehensive industries in the direction of modernization.
