The concept of “pastoral complex” was first put forward in No.1 document of the Central Committee in 2017.It is not only the main grasp and carrier of rural revitalization,but also the innovation of agricultural and rural development mode.Therefore,it has aroused widespread social concern since it was put forward.At the same time,with the economy entering a new normal,the overall economy is weak.In order to obtain funds,land and policy support,development enterprises have entered the new blue sea of pastoral complex.However,disputes arising from the distribution of interests often occur in the development of pastoral complex,which seriously restricts the smooth development of pastoral complex.Therefore,this paper first analyses the current benefit distribution mechanism of rural complex development according to the idea of “development-property rights-benefit distribution” from the perspective of project development investment.Then it analyses the conflicts of interest in the development of pastoral complex.It is found that the shortcomings of the property right system of resources,the imperfect management system of resources and the imperfect assessment system of resources value lead to the problem of distribution of interests.In order to solve the problem of benefit allocation in the development of pastoral complex,this paper constructs a feasible benefit allocation scheme based on project governance theory.The specific ideas are as follows: Participants in the pastoral complex form project companies with their own resources.Thus,a clear property right relationship can be formed with the modern enterprise system.Then,based on the theory of project governance,the property rights governance mechanism of the project company is designed to balance the interests of all parties involved.In addition,the income distribution mechanism can be reconstructed on the basis of the interests of the participants while the property rights of the project company are formed and designed.In addition,the performance of the scheme is analyzed.Based on the empirical analysis of Zhoukou Construction Industry Green Base Project,this paper finds that the income distribution problem of Zhoukou Construction Industry Green Base Project gradually appears with the promotion of project development,which seriously restricts the sustainable development of Zhoukou Construction Industry Green Base.In order to solve this dilemma,this paper proposes a feasible benefit allocation optimization scheme for Zhoukou Construction Industry Green Base Project with previous chapters.That is to say,we should optimize the project development mode,optimize the project governance and optimize the income distribution mechanism by making Zhoukou New East District Management Committee,Zhoukou Construction Industry Green Base Development Co.,Ltd.and local farmers share shares in the form of cooperation.This can form a benefit-sharing governance scheme,which can solve the problem of income distribution in the development of Zhoukou Construction Industry Green Base Project.In order to implement the benefit-sharing governance scheme smoothly,six safeguard approaches are proposed,including improving the laws and regulations of resource property rights,establishing the resource property rights trading market,improving the law of paid use of resources,improving the resource management system,improving farmers' cognitive level and introducing third-party intermediary evaluation agencies.The solution of the distribution of interests in the development of pastoral complex is conducive to the smooth development of pastoral complex,to the overall development of urban and rural areas,and to the revitalization of rural areas.
