Natural resources are very important to the economic development of a region.Generally speaking, the level of economic development in resource-rich regions should be higher. However,in many regions, the opposite situation has arisen, that is,having abundant natural resources, but the level of economic development is worrying.Scholars at home and abroad have conducted extensive research on this issue, and defined the paradox between economy and resources as“ Resource Curse".The focus of this research is different at home and abroad. The research object of foreign scholars is at the national level, while the research object of domestic scholars is at the provincial level or the urban level. There are relatively few re-explorations on the "resource curse" in Xinjiang under the new background.Xinjiang is a province with abundant natural resources, but the level of economic development is not in harmony with the abundant resources it possesses. So whether Xinjiang is in the predicament of being cursed by resources is worthy of further discussion in this paper. This article first combs the relevant literature, uses and improves the achievements of predecessors, and explains the problem of "resource curse" in Xinjiang in the context of today's "one belt and one road" Cooperation Initiative.Specifically speaking, this article first gives a brief statement on the resource endowment and economic development of Xinjiang, and on the basis of this, initially obtains the resources of Xinjiang. The possibility of curse effect exists;secondly, using the work of predecessors for reference,we construct an econometric model to explain the existence of resource curse effect in Xinjiang more accurately quantitatively. On this basis,we further explore the transmission mechanism of resource curse effect in Xinjiang, and draw the conclusion that the cause of resource curse in Xinjiang is due to the unfair flow of capital;lastly,in the first place. On this basis, combined with its transmission mechanism, this paper puts forward relevant suggestions and feasible measures for sustainable development in Xinjiang. This paper strictly follows the path of "literature review-theoretical analysis-realistic analysis-countermeasures and suggestions".The relevant theoretical basis is mainly the ideal neo classical economic growth theory and endogenous economic growth theory, but this article does not rely on its interpretation of the real economic problems. It only takes it as a reference for the selection of economic indicators;the reality analysis is based on previous work experience, and on this basis, combined with the current environment of "one belt and one road" Cooperation Initiative, the conclusion is drawn: The proposal of the "one belt and one way" Cooperation Initiative is a good opportunity for Xinjiang's economic transformation and a major opportunity for economic development.
