Natural resources as essential factors for economic activities,it seems that rich natural resources could guaranteed the country or region's economic sustainable development.In fact,while we choose those cheap abundant natural resources as a source of raw materials around the world,we did promote Europe and the United States,Canada and other Western countries to be the world's developed economies.At the same time,because of the 30 years reform and opening up in China,Central and Western regions rich in natural resources support and joint efforts of the coastal export economy a strong pull which are created 30 years of rapid development in China.However,the "resource curse" concept raised in the 20 th century in 80 's and 90 's,so that we had to start re-objective and rational understanding of natural resources and economic growth relationship.Countries such as Venezuela,Nigeria,Bolivia and the Congo is rich in natural resources,but economic development has been slow while basically in the "stalled" State,Singapore,Israel,Japan and South Korea State-owned natural resources are extremely poor,but the economy has maintained fast growth.In China,eastern area are lack of natural resources while western area have abundant natural resource.However,the development speed of eastern area is more quick than western area.Whether the abundance and luxuriance of resources will bring evangel to,or on the contrary,be the long-standing curse of the economy within a region or country has constantly been controversial,since the idea,resource curse,was put forward by Gelb and Auty.When it comes to the scope of domestic research,the issue exploring the existence of resource curse was firstly raised by Kangning Xu in 2005.However,owing to inconsistency among the samples of piles of research,no final conclusion has yet been reached over this matter.In this research,first and foremost,the concept and demonstrations of resource curse will be clarified,and the most widely-accepted four transmission mechanisms will be introduced and scrutinized.Secondly,we are going to discuss and analyze the possible impacts on economic development imposed by natural resource endowment based on panel data,statistics and empirical cases of 18 Midwest provinces in China from 2005 to 2015,which will shed more light on the issue because of their resourcefulness.Thirdly,the introduction of Natural Resource Curse Factor uncovers the transmission mechanism of the Midwest China,which also sheds light upon the coexistence among the Dutch Disease,the Crowding-Out Effect and the Weakness of Ideological and Political Function within the same area.Furthermore the Dutch Disease and the Crowding-Out Effect are particularly striking that represent the processes in Foreign Direct Investment(FDI)Utilization,Human Resources and Manufactory Investment.Finally,doable policy recommendation and solutions are proposed,aiming at helping the regional governments to make some improvement.
