With the continuous saturation of the original market of Internet information service enterprises, with the support of Internet technology, more and more enterprises have begun to choose inter domain competition, which leads to more intense and complicated competition among enterprises, and the unfair competition behavior of Internet frequently occurs. In response to the chaos of the Internet’s unfair competition, governments and many research scholars all believe that the government is very necessary to guide and supervise the Internet information service industry, and discusses supervision methods and means from different aspects, but with little effect. Therefore, how to effectively improve the level of supervision and reduce unfair competition among enterprises has important implications for maintaining the order of competition in the Internet industry and the user rights and promoting the healthy development of the industry.Existing scholars’ research on the supervision of Internet unfair competition mainly focuses on the improvement of laws and regulations and regulatory systems, and proposes different ways of supervision through case analysis methods. However, few scholars study the incentive regulation of Internet information services from the perspective of cooperation compatibility. This article is devoted to the supervision and study of the unfair competition of the Internet.Through the construction of an incentive regulatory model, this paper studies how to promote the compatibility of enterprises under the cooperative supervision of multiple subjects and reduce the behavior of unfair competition. On the basis of a large number of literature readings, combined with the status of unfair competition in the Internet information service industry, the company’s cooperation compatible behavior is defined. Then combing and analyzing the cases of enterprise cooperation compatibility to discuss the necessity of promoting enterprise cooperation compatibility, and then put forward incentive incentives based on government incentive guidance, mutual supervision of enterprises, and public participation. After that, the principal-agent theory was used to construct an incentive supervisory model with the government as the principal and the enterprise as the agent, and a detailed analysis was performed from several aspects including the agent’s optimal effort level, the optimal incentive coefficient, and the client’s optimal expected benefit. And study the positive and negative relations between the factors that affect the output transfer coefficient, margin of cooperation compatibility, output coefficient, public participation, corporate social responsibility awareness, corporate potential benefits, government punishment, and supervision. Then we can get an effective way for government incentive companies to cooperate and cooperate. Finally, the simulation analysis is carried out.At the same time, the model results are verified, and the interaction relationship between different factors is obtained. It is proposed how to use the relationship between these factors to provide the government and Internet information service companies with relevant policy opinions for achieving cooperation compatibility.Through research,we can get the following conclusions: 1.Promoting cooperation and cooperation between enterprises can better protect user rights a nd market order, and promote the healthy development of the industry;2.The multi-agent collaborative supervision approach of government guidance, mutual supervision of enterprises, and public participation can better improve the level of supervision and reduce unfair competition in the Internet information service industry; With the increase of public awareness of corporate product compatibility, awareness of corporate social responsibility, potential future earnings of enterprises, corporate cooperation compatible efficiency, government incentives, supervision and punishment and the reduction of external uncertainties when the company performs the contract can better encourage enterprises to achieve compatibility, reduce unfair competition behavior, safeguard user rights, promote the healthy development of the industry, and improve social welfare.
