In order to stimulate farmers' enthusiasm to grow grain,ensure farmers' income and stabilize the grain market,ensure food security,the state carried temporary storage of corn out in 2008.Although the implementation of temporary storage policy of corn has stimulated farmers' enthusiasm for maize cultivation to a certain extent and stabilized the maize market,with the continuous increase of the quantity and price of maize storage,the problems such as price distortion,excessive inventory pressure and excessive government financial pressure have become prominent.In order to improve the pricing mechanism of agricultural products and promote agricultural modernization reform,the state adjusted the temporary storage policy to the target price policy of corn in Heilongjiang province,Jilin,Liaoning province and Inner Mongolia province in 2016,basing on the principle of "market pricing,price compensation and separation".Whether the target price reform can change the structural surplus of corn,promote the development of the corn industry,and protect farmers' income still needs to be further studied.This paper uses both qualitative and quantitative analysis to measure the effect of corn target price policy.This paper quantifies the policy effect of the corn price target reform from the micro and macro perspectives,and provides policy reference for the further improvement of China's corn industry support system.On the basis of combing the supply and demand situation of corn industry and the evolution course of agricultural policy.On the basis of combing the supply and demand situation of corn industry and the evolution course of agricultural policy,this paper fully recognizes the importance of healthy development of corn industry and the necessity of implementing target price policy.Based on the input-output table in 2012 and the social accounting matrix(SAM),this paper constructs the Computable General Equilibrium Model(CGE)of China,and analyses and evaluates the implementation effect of maize target price policy from macro and micro perspectives.Starting from the corn market price and financial cost expenditure brought about by this policy,this paper simulates the impact of price changes on the income and utility of urban and rural residents in the corn industry,other related industries,and GDP.CGE model estimates show that the implementation of maize target price policy does reduce the production cost of maize,improve the market demand of maize,stimulate the supply of maize,and reduce the output value of maize industry.Under the impact of the policy,the grain grinding,feed processing,sugar and processed products,wine and alcohol,agricultural machinery,pesticides,fertilizers and other industries are accompanied by the decline in the price of corn,the production cost and price of related products are generally reduced,and the output value is increased.Under the premise of sufficient supply of labor force,employment will increase and household income will rise.The general decline in commodity prices increases consumers' real income and increases their utility.At the same time,the policy simulation results show that the gross domestic product(GDP)will increase by 0.11% after the implementation of the policy.This shows that the implementation of the target price policy has a pulling effect on GDP.Therefore,China actively promotes the marketoriented reform of agricultural products,establishes and improves the agricultural information platform,and introduces the measures matching the target price policy to promote the healthy development of the corn industry.
