| Since the implementation of the policy of internal reform and opening up in the late 1970 s,China's economy and society have undergone rapid changes.The country's soft and hard powers and the living conditions of its citizens have been significantly improved.Resident disposable income has continuous growth;economic growth rate is in a high-speed growth all the year round.At the same time,the main contradiction of society has also changed,the basic material and cultural needs of the people have been met,and the imbalances and inadequacies in development are the main problems the current society facing.As a province with a large population,Sichuan Province is extremely necessary to evaluate and improve the growing problem of insufficient and imbalance development.Firstly,starting from the definition of development,this paper sorts out the relevant development concept theory and finds that with the changes of society,the content and objects of the development concept are continuously enriched and increased,and the concept is more comprehensive and scientific.At the same time,combined with the new development concept of high quality development proposed by the 19 th National Congress,it analyzes the social and economic contradictions that China faces,such as urban-rural duality,regional disharmony,and industrial structure,and high-quality development is an effective solution aimed at this series of problems.Then through the review and collation of relevant research on the problem of insufficient and imbalance development,combined with the study of government announcements,it analyzes and summarizes the connotation and characteristics of the problem of insufficient and imbalance development,and enumerate the related problems and outstanding characteristics of the various cities in Sichuan Province in the development process from different angels,and point out the serious situation of Sichuan and the pressure of change,thus explaining the necessity and urgency of researching and improving Sichuan's problems.According to the previous analysis,based on the systematic and other the guiding principles to select indicators,with the statistical yearbook of the Sichuan Provincial Bureau of Statistics,this paper has chosen five major aspects to reflect the economic and social history of the various cities in Sichuan Province such as urban and rural,industrial,regional,elemental and people's livelihood,and from the above perspective,selected 23 secondary indicators to further reflect the development problem.Secondly,after establishing the relevant data index system,three different evaluation methods are compared.The advantages and disadvantages of each method are analyzed simply.The efficiency coefficient method is used to measure and quantify the indicators so that the data can be processed further.Then,using the data processing software,the collected data is statistically described and analyzed.According to the statistical results,the individual indicators are distributed to the right,and the data size is relatively concentrated,and there are also individual extreme values.Following,using the comprehensive evaluation method,the development characteristics and development level of each city in Sichuan Province are analyzed one by one from the perspectives of overall score,score ranking and geographical distribution.The analysis found that the cities with better economic base have relatively stable changes in the score ranking;while the poor developed regions have different changes during the study period,and the stability is poor;the spatial correlation of the development level of each city in the geography High,the closer the cities,the closer the development level of cities,and the development level of the Chengdu Plain and Panzhihua area is higher in the province.Then,from the five first-level indicators,the development characteristics and levels of each city are analyzed,and the main contradictions and weak links of each city are summarized.The well-developed cities and poorly developed cities are mainly faced with insufficient development.The cities with a medium-level development are faced with both imbalances and inadequate problems.In order to further illustrate the development characteristics and problems of various cities,this paper classifies cities by hierarchical clustering method: Class A belongs to the cities with developed economy,rich resources and strong policy support,including Chengdu and Panzhihua.Class B,those area are relatively inferior to the first type of area,the economy are more developed,driven by the radiation of the core area,and the development is faster,there are Deyang and Mianyang.The C-type area is relatively poor in all aspects,poor development and poor basic conditions.The cities that need strong financial support from the government include Aba and Ganzi.The D-type includes the remaining cities,which are relatively backward in economy,insufficient in resource development,and inadequate infrastructure.At the same time,the regional situation was further compiled in terms of quantity,and the factor contribution rate method was used to analyze the impact of the five indicator levels on the total change and phased changes of each city.About the total change,the contribution rate of regional and people's livelihood level was relatively affected,about the phased changes,the changes in the three states are not smooth relative to the total changes.The rate of change in the different stages of some cities is relatively large,indicating that the states have different characteristics in stages.In addition,using the global spatial analysis method to explore the spatial characteristics of the development quality of various cities in Sichuan Province,in general,there is a spatial positive correlation in each region,and the relationship has gradually increased.Finally,based on the previous analysis,the promotion mechanism of development is proposed from the perspective of particularity and generality.Firstly,the four cities of Chengdu,Panzhihua,Aba and Guang'an were selected to explain the specific advantages and disadvantages of the region,and the development strategies suitable for each region were proposed.Then,based on the industrial,urban and rural,regional,ecological and people's livelihoods,the general policy promotion mechanism for the special characteristics of different stages of the city is proposed to accelerate the balanced and balanced development of Sichuan Province.The research in this paper has the following values:First,through the collection and research of relevant literature,the similarities and differences of different development concepts are compared.Based on the new concept of high-quality development,the contents and meanings of insufficient and imbalance development are systematically compiled,enriching the relevant research in this field,provides some reference materials for further research.Second,using the relevant data in the statistical yearbook,the changes in the development of various cities in Sichuan Province has been analyzed in recent years,the contradictions accumulated in the development process and the obstacles of various regions have been explored.Third,combining the analysis of the status and stage characteristics of various cities,it proposes a mechanism to promote the development of sufficiency and balance from multiple perspectives.It also has positive practical significance for promoting balanced development of the region and improving regional development capabilities.Inadequacies:First,in the selection process of indicators,the available channels of data and the scope of survey content are limited,and it is not possible to sort out a comprehensive and comprehensive evaluation index system that reflects insufficient and imbalance development.Second,the current research literature on this issue is not sufficient and belongs to a relatively new field of research.Due to the limited ability and knowledge,the achievements and progress about above issue in this paper are limited,and only hope to contribute to the research in this direction. |
