Study On The Dilemma And Countermeasures Of Township Finance In Cha-ling County

Township finance is the most basic link in the budget management system of our country.In our public finance system,township finance is an important way of rural social resource allocation.The main task is to collect,allocate and supervise the management of township financial revenue and expenditure.It is directly facing the rural and peasant masses,in the consolidation of grass-roots political power,the implementation of strong agricultural and agricultural policies,promote the integration of urban and rural areas play an important role.However,due to the township financial supporting system is not sound enough,affecting the tax system of the overall operation and function of the fiscal system to play,especially some township finance facing difficulties need to be resolved.Based on the literatures and results of township finance at home and abroad,this paper takes public finance theory,fiscal decentralization theory,public finance theory and social public demand theory as the theoretical basis,and takes Cha-ling County township finance as an example to explore the township of Cha-ling County Financial Difficulties and Solutions.First of all,it points out the current financial situation of Cha-ling County and the income and expenditure of townships in township finance as well as the achievements made.Secondly,it expounds the dilemmas faced by township finance in Cha-ling County.For example,Difficulties in township financial debt,township financial management is difficult to maintain,less township financial professionals and the overall quality is not high,the township budget and expenditure is difficult to control;Thirdly,the author analyzes the causes of this problem mainly because of the dilemmas caused by economic,financial sources,financial system,budget management and so on.Finally,according to the existing difficulties,we should vigorously develop the township economy and increase the fiscal revenue.Secondly,we should strengthen the construction of the financial resources system and strictly implement the principle of eliminating the deficit and reducing the debts.Thirdly,we should promote all kinds of complementary reforms and improve the financial management of townships.Fourthly,we should strengthen team building and improve overall employment.The overall quality of personnel;Fifth,to establish a scientific budget,strengthen the management of township financial expenditures.Through these measures,finally we will gradually resolve the financial difficulties of towns and villages in Cha-ling County.
