Study. County And Township Financial Difficulties

Chinese government is going to carry out an all-round construction of a well-off society in 21st century,but local fiscal problems, especially those of basic units,place big challenges for this great object.County and township finance is an important part of the national finance system which locates in rural area of our country and influences more than 900 million people. Solving problems of county and township finance asks for analyzing county and township finance system accurately.This article starts from the situation of county and township finance at present,listing those typical problems of the finance system,analyzing loopholes of chinese administration system and finanlly reaching the conclusion,the standard ananlysis and demonstration analysis,the qualitative analysis and quantitative analysis are usedThe main part of this article is the fifth chapter where the solution of those problems are proposed.The solution includes two parts,one is the reform of county and township finance system, including the reform of revenue system and expenditure system;the other is the reform of administration system,including the discussion of the effect of those policies which have already been implemented and the policy which is going to be implement.
