Research On Demarcation Of Urban Development Boundary In Shanyang County

In recent years,in order to effectively solve the problems of disorder urban construction,low-efficient utilization of the land,and ecological environment destruction caused by rapid urbanization,urban development boundary have raised extensive attention from the academy and the nation as an important way to improve the sound development of cities and towns.From the "Urban Planning Act" in 2006 to the "Provincial Spatial Planning Pilot Project" in January 2017 and the 19 th National Congress of the Communist Party of China in October 2017,the status of the urban development boundary has been gradually strengthened.Facing the new reality in China,it have also been given new requirements and connotations.However,due to the differences in the characteristics and development of various regions,a unified definition and normative delineation process has not been established.At the same time,the demarcation of urban development boundaries mostly pays attention to the central part of large cities,and rarely focuses on the county level at a all-region perspective throughout previous research and practice.Therefore,it requires further exploration and practice to know how to scientifically demarcate the urban development boundary for the entire land space at the county scale.Starting from the requirements of the spatial planning pilot,the dissertation has explored and practiced the delineation path of the entire urban development boundary at the county level,through comprehensively studying the connotation and function of the urban development boundary,sorting out the characteristics of relevant theories and related practical cases at home and abroad,based on the traditional delineation of urban development boundary.Shanyang County is located in the Qinling Ecological Protection Area.According to the development zone restriction at the national level,the demarcation of the urban development boundary of the county should first be based on the ecological security pattern.Thus,it could identify the protected area and the prohibition of the development area,and delineate the insurmountable limit range of the development of urban construction.Secondly,it should be based on the needs of economic and socialdevelopment,and delineate the urban development boundary for a certain period of time.The dissertation mainly includes four parts.Firstly,it demarcates the permanent capital farmland through the capital farmland status and the evaluation of cultivated land quality.Secondly,it demarcates the ecological protection red line of Shanyang county through ecological sensitivity evaluation.Thirdly,based on the analysis of the capacity,the evaluation of land development suitability are superimposed with the ecological protection red line and permanent capital farmland.The boundary of urban space that allows urban development and construction is determined,as a “rigid line” that cannot be broken through for urban construction.Finally,it analyzes the development potential of various towns in Shanyang county,predicts the future population and construction land scale,and delimits the urban development boundary of Shanyang county in 2035.The dissertation fully follows the requirements of spatial planning,explores and practices the county-level towns of Qinling Mountains as the research object,which can provide experiences and basis for the demarcation of urban development boundaries in the same type of areas.
