Research On The Demarcation Of "Permanent" And "Phased" Urban Growth Boundary In Shizuishan

At present,a large number of cities in the central and western regions of China and small and medium-sized cities in the eastern region will still experience rapid urbanization with incremental development as the core.In response to problems such as high-speed and low-efficiency space growth,unbalanced overall structure,and lack of overall capacity control in previous urbanization processes,the “urban growth boundary” is a space management and control strategy that guides the city's compact and efficient development and balances the relationship between cities and natural resources.Did not play a real role.Concerning the confusion between the current urban growth boundary and related concepts in our country and the lack of adaptability of existing boundary demarcation methods when dealing with many uncertainties in the future,this study first addressed the domestic and international urban growth boundary and related growth management policies.The theory and practice of the research are reviewed,and the concept and relationship of the existing space management control lines such as “land boundary for construction sites” and “urban development boundary” are discriminated,and then urban growth consistent with the urban spatial development characteristics of China is proposed.The connotation of the boundary-based on the regional development concept and the principle of urban and rural coordination,the "permanent" urban growth boundary that embodies the "bottom line" thinking and the final vision of the city,and the concept of phased development based on the concept of "phased planning" The "phased" urban growth boundary guaranteeing a compact process.Subsequently,this study further proposes the principle of boundary demarcation and the implementation of safeguard mechanisms corresponding to the connotation of the urban growth boundary at two levels.This study selected Shizuishan City of Ningxia Hui Autonomous Region as an empirical research object.First of all,combing the city's physical geography,various resources,socio-economic development and the formation of a basic understanding of the city,using different periods of satellite remote sensing image analysis of different periods of urban space growth characteristics and the main contradictions,analysis of the current city of relevance Planning and implementation of the latest policies,and then summed up the previous urban space growth in the process of major contradictions,causes and future development trends.Secondly,using GIS as a data analysis platform,using multi-source statistical data and space vector data,constraining spatial growth factors such as urban ecology,resources,risk,and engineering construction,and economic and social development,public service and transportation service location,etc.The spatial growth-driven factors are analyzed.On this basis,the minimum resistance model is used to simulate the urban space growth potential distribution,and the urban growth boundary is demarcated according to the urban planning land scale forecasted by the latest planning and corresponding implementation safeguard recommendations are proposed.
