Research On The Price Regulation Of Urban Water Supply In Daqing

Price control of urban water supply is an effective means to improve government regulation efficiency,business operation efficiency,and public interest.With the full implementation of reform,opening up,and socialist market-oriented economy in China,the reform of the urban water supply industry as a typical natural monopoly industry has become a difficult problem for comprehensive deepening reform.In recent years,the reform of the urban water supply industry has achieved positive development,and Daqing City has also made some achievements in the water supply industry.As a young resource-based city,Oil City Daqing has its particularity in urban water price control.Urban water supply is provided independently by municipal and oilfield2 systems.Studying the issue of urban water supply price control in Daqing City can provide valuable experience for other cities in China,especially resource-based cities.This paper mainly uses the literature research method,the case analysis method,the logical induction method and the field research method to conduct an in-depth study on the urban water supply price control in Daqing City.Firstly,the technical and economic characteristics of urban water supply,the necessity of price control,the pricing method and the main factors affecting the effect of urban water supply price control are expounded,which provides a theoretical analysis framework for the whole paper.The author conducted a field survey of Daqing City's urban water supply overview and pricing status,and analyzed and summarized the existence of Daqing City's urban water supply price control in pricing methods,business operation efficiency,cost supervision and regulatory agency constraints,pricing procedures and laws and regulations.Problems and suggestions and suggestions for improving the price control of urban water supply in Daqing City: implementing full cost pricing,realizing the separation of administrative and business management modes,improving the price control level,improving the effective urban water pricing procedures;establishing and improving urban water supply price control Legal System.
