Urban water supply is the most basic livelihood resources, and people's living standard is closely related to urban water price relationship between people's vital interests. With the reform and opening up and the market economy system, China's water systems have been gradually entered a new phase of cost accounting, the implementation of water services"who benefits, who pays ",that residents will want to enjoy the water supply to the water business fee. At present, China's water industry is a natural monopoly industry, government, urban water supply is necessary to implement price controls to safeguard consumer interests, the implementation of the affordability of urban residents found the price of water policy. In this paper, urban water price controls were discussed to improve the urban household water price controls science and rationality, in order to achieve protection of water supply enterprises and the legitimate interests of residents and improve the efficiency of water allocation.In this paper, the basic theory of economics, with research, historical review and comparative analysis, combining qualitative and quantitative methods, the perspective of theory and practice of urban residential water price control problems are discussed, trying to make more scientific and rational urban water supply residential water pricing model, and further to perfect the urban water price control regime. This article is divided into five parts: The first part is introduction to the background, significance, literature review is described, and the analytical framework, research methods, to illustrate the main innovation. The second part of urban life, the basic theory of price control of water, to define the urban water prices and price control of the meaning of the importance of urban water consumption and management of natural monopoly, the service attributes and quasi-public goods the relationship between price controls. The third section describes the foreign experience of urban water supply price controls, and analyzed the reference to China. Part IV reviews the urban water system in the evolution of the price controls, and China's current urban water price control system is described, and that the price of urban residential water control problems. Part V proposes urban water pricing model, and further improvement of urban water price control countermeasures.
