In the report of the 19 th National Congress,it is proposed to do a good job in highquality economic development and improve the total factor productivity of various industries.Tourism development plays an important role in China's economy.Inbound tourism is a key cooperative development project mentioned in China's "One Belt,One Road" strategy.The efficient development of inbound tourism in various provinces and cities along the line will not only promote the overall economic improvement,but also have important significance for friendly trade,cultural exchanges and regional tourism cooperation between China and foreign countries.Therefore,how to transform the investment of tourism resources into tourism output in various regions along the route is an important issue that needs to be solved.It is found that the evolution of inbound tourism in different provinces and cities along the route has a reference for the in-depth integration of the "One Belt,One Road" strategy.effect.This paper takes 18 provinces and cities along the "Belt and Road" as the research object.Based on the data from 2007 to 2017,the DEA model,Malmquist index model and global spatial autocorrelation are the main research methods.Firstly,the inbound tourism efficiency evaluation system is established.Secondly,the efficiency of inbound tourism is measured by deap2.1 software,and the characteristics of time evolution trend of comprehensive efficiency and decomposition efficiency in the past 11 years are analyzed.Finally,with the help of arcgis10.3 software,the spatial feature analysis is performed on the efficiency by using the global spatial autocorrelation method.research shows:(1)The overall efficiency of inbound tourism and its decomposition efficiency in 18 provinces and cities along the "Belt and Road" from 2007 to 2017 showed a trend of increasing first and then decreasing.The average technical efficiency averaged between0.4 and 0.7.Both are between 0.55 and 0.85.In 11 years,the pure technical efficiency of18 provinces and cities along the line contributed to the overall efficiency of the overall efficiency is greater than the scale efficiency.(2)In terms of comprehensive efficiency and pure technical efficiency,the rankings of the four regions along the line did not change significantly within 11 years,that is,the region with the highest persistence was the open-first region,and the lowest in the 11-year period was the ribbon core region.In terms of scale efficiency,the northern window area has increased year by year after 2013,with a clear upward trend.(3)From 2009 to 2017,Moran's I,the comprehensive efficiency and decomposition efficiency of inbound tourism in 18 provinces and cities,are positive and positively correlated,regardless of whether the area with higher efficiency or the area with lower efficiency is spatially represented.A strong spatial agglomeration has emerged.Since2013,the spatial agglomeration of pure technical efficiency in various provinces and cities has gradually weakened,and the concentration efficiency of scale has gradually increased.(4)In terms of efficiency spatial characteristics,the comprehensive efficiency and decomposition efficiency of inbound tourism efficiency of 18 provinces and cities along the line are unevenly distributed.The high-efficiency distribution is characterized by more eastern than western and southern more than northern.In the characteristics of efficiency migration in the past 11 years,the comprehensive efficiency hotspots gradually migrated from the northern part of the line to the south along the line,and the cold spot area migrated from the east along the line to the west along the line.The total factor productivity of the four regions along the line has spatial differences,from large to small:open-first zone,strategic fulcrum zone,northern window zone,and ribbon core zone.Finally,according to the evolution of the development efficiency of inbound tourism in 18 provinces and cities,the countermeasures for improving the efficiency of inbound tourism are proposed from three aspects:enterprise management technology improvement,inbound tourism product upgrading and government macro-control.
