Research On Optimization Of Land Use Structure In Ninghai

Land resources are public resources and one of the important basic resources of the country.Its existence supports social development,defines the property rights of land resources,changes the way of land use,and improves the construction of land use system.It is conducive to the distribution of social public interests.Social and harmonious development,so land management is one of the important contents of public management.From the perspective of system theory is concerned,structure determines function.The purpose of land use planning is to make the land function to meet the needs of social development.The level of land use efficiency depends on whether the function of meeting the needs of the society is sufficient.In addition to the principle that each land use behavior conforms to the principle of microcosm,the land use structure should be rationalized as a whole,thus bringing the macro structure efficiency.The realization of the sustainable use of land resources is determined by two key factors,the first is the efficient use of various types of land,in fact,a reasonable combination of different land use types,but also depends on the rationality of the combination of different land use types,That is,the rationality of land use structure.Based on the land change data of Ninghai County from 2009 to 2014,this paper studies the change of land use structure in Ninghai County from the aspects of change and change speed,and lists the changes of land use structure in Ninghai County.It can be seen that Although the number of arable land in Ninghai County has increased,the number of arable land per capita has been decreasing and the construction land has increased greatly.Land use tends to develop land and accelerate the non-agricultural development of land use structure.The results show that the change of land use structure is mainly driven by the five driving factors of construction land.The economic growth,population change and urbanization process are accelerated.The influence of policy and its system has the greatest influence on construction land.The problems of land use structure in Ninghai County were obtained from the analysis process.In this paper,considering the economic and ecological benefits,this paper adopts the gray multiobjective programming method,establishes the objective function,and obtains the most optimal land use structure optimization scheme,and finds the optimal solution for the social,economic and ecological sustainable development of Ninghai County.County in the economy at the same time must follow the bottom line requirements,the optimal allocation of land resources can maximize the function of land use system.Finally,in order to promote Ninghai County as soon as possible to change the existing land use problems,to rationalize the land use structure,proposed Ninghai County to optimize the land use structure of the policy recommendations,(?)to strengthen land management,improve land use efficiency,(?)the quantity and quality of population both hands,(?)higher technical guidance arable land for agricultural development in,(?)improve the land of information data,to achieve the digital management of land,(?)strengthen the intensive use of land resources(?)increase the intensity of land use law enforcement 6 with the county to build a comprehensive optimization of land use structure,so as to maximize the needs of social function,for the economic and social development of Ninghai County to provide land security.
