Study On Optimization Of Land Use Structure About County In Plain Areas

Along with the development of the society and economy, the inconsistency between resident and land of plain areas becomes obvious increasingly. In certain areas, to reach optimum goals of ecological, economy and social benefit of land use system, studying of the land use structure optimization become an urgent subject that to be solved in land science. To probe into rational collocation of land use structure, we must seek help from the systematical optimization method. In the course of planning, the systematical optimization method is quantitative analysis course in which the mathematics model was taken as main means actually. The development of discipline of modern land use and plan trend to applying the model optimization method largely among plan means at present.This paper took the plain area as study object. On the base of systemic analysis about the economic and societal condition, characteristics of land use, and the problems of land use, this paper took advantage of ascendant research conditions and bringed forward a new method on the land use structure optimization. From the angle of system theory, the paper designed the Region System of land use structure optimization which was propitious to special analysis on each areas of the Region System; Guided by theory on the multi-objective coordinated thinking, theory on the regional division of labor, elasticity of land use planning, strategy of urban and rural harmonious, location theory and thoughts on sustainable development, the paper utilized a series of indexes which combine the qualitative method, and construct the model system of the land use structure optimization, which based on the systemic analysis of the land quantity structure and space structure. Then devised the relative carrying capacity of resources aim function including ecological green and made use of multi-objective model in order to search the land use optimal structure; In succession, the paper studied the land use area division which adopted the cluster analysis and the GIS space analysis. Finally, the paper made a demonstration research which took Wen' an county as the research area. It mainly drawn following conclusion:(1)Taking non-agriculturalization index as the mostly partition index which combines qualitative study, the paper divided the Wen' an into two low-grade part: south and north. The paper constituted development path adjust measures to local conditions according as established development goals on the basic of special analysis to the land use actuality, society and economy conditions of the tow parts. Then the land use structure optimization model incarnated these paths. (2)Basing on the discussion in related concept and basic theory about the optimization of the land use structure and the layout, the paper constructed land use optimized model system by using system theory, including land use present situation analysis Sub-system, land use question diagnosis Sub-system, land use structure optimization Sub-system and land use district Sub-system. It provided the scientific, feasible tool and the method for the land use structure and the layout optimization.(3)Using Index of Gibbs-MaRin, Lorentz Curve, Centralization Index, Weaver-Tomas consistency factor method, Land-use Intensivism index and so on, the paper analyzed deeply land use quantity structure, the spatial structure. The analysis indicated the economical benefit of land use was lower, unduly lower proportion of woodland and transportation land, lower land-use intensivism, unreasonable land use structure.(4)According to "The 11th -five -year Plan" of National Economy and Social Development and the design process of land use structure optimization model, the paper had designed two objective functions—economy and relative carrying capacity of resources, 15 decision variables and 16 constrained conditions, established multi-objective Linear Programming models of Wen' an. In the process of establishing the objective function of relative carrying capacity of resources, which can make the model scientific and rational by introducing green equivalent. The structure of land use which had been optimized will bring economic income about 10 billions and 6.95 hundred millions, which is 0.85 times more than that of 2003. Ecological Environment is obviously improved; the relative carrying capacity of resources is 5.65% more than the people that is forecasted in 2010, when the number of people is 484535.(5)Taking Wen' an county as an example the paper have applied cluster analysis, used spatial analysis in GIS to amend, adjusted with practice appropriately and determined 4 land use regions. By analyzing characteristics of each region, it can get the land use reasonable direction to improve the land use rate and sustainability.
