When aging society gradually coming,the urban and rural residents endowment insurance as one of insurance in the social insurance system facing low-income groups,whether the treatment can guarantee the basic need to residents or not is very important,but only considering the problem of conclusion probably is not comprehensive,biased conclusion.To measure whether the basic old-age insurance for urban and rural residents is reasonable,besides the level of treatment,we should also consider whether the cost performance reflects the appropriate care for low-income groups and whether the burden of government subsidies is reasonably distributed,as well as the common role and influence of three factors.This paper selects Huizhou City,which has a strong representation of urban and rural residents' basic endowment insurance system,as an entry point,taking the perspective of the security of urban and rural lower income groups as the entry point,considering the fairness and efficiency of social endowment insurance,trying to reflect the replacement rate of the treatment level.The three dimensions of the investment return period,which reflects the cost-effectiveness of input and output,and the proportion of pensions that reflect the proportion of government pensions,are used to study the rationality of basic endowment insurance for urban and rural residents.This paper first introduces the basic policies and operational status of the basic endowment insurance for urban and rural residents in Huizhou,and explains the significance of the “rationality” index,which provides the basis for the data and measurement methods for the next study.Secondly,through the establishment of the calculation model,the three dimensions of Huizhou urban and rural residential security “rationality” were measured and analyzed,and it was found that Huizhou urban and rural residences were saved in the treatment level,the price/performance ratio was unreasonable,and the government subsidy was improperly distributed.The conclusion that the "sexuality" is insufficient,and a comprehensive analysis of the three indicators further summarizes and analyzes the causes of these "rationality" problems,including: the suppression of individual contributions by government subsidies,and the insufficiency of long-term payment.Thirdly,based on the improvement of rationality,the three indicators are set to meet the target value of rationality,and based on the problems found and their causes,the relevant parameters are tested and analyzed,and the differential basic pension level is implemented.Changing the long-term payment incentives and raising individual payment standards have a positive effect on improving the rationality of Huizhou urban and rural basic endowment insurance for low-income groups.Finally,it proposes to combine the level of payment,to implement differentiated basic pensions,to strengthen the long-term payment,to increase incentives,and to establish a personal contribution growth mechanism.
