Special equipment plays an important role and effect during the development of national economy.It involves various areas of social economic development and people's life.With the rapid development of China's social economy,the number of special equipment has increased sharply.Compared with the rapidly growing number of equipment,the number of special equipment safety supervisors is seriously shortage.In recent years,the loss of front-line safety supervisors,including Heyuan City,has become more and more serious,and there has been a “position adjustment tide” of supervisors.The reason is closely related to the fear of hard work and job burnout caused by the nature and the intensity of special equipment safety supervision work.As an important means for human resources management by government departments,performance appraisal should play an important role in stimulating the initiative and enthusiasm of civil servants.However,the performance appraisal method adopted by Heyuan Special Equipment Safety Supervision Department is not very applicable,and supervisors generally hold a negative attitude toward performance appraisal.This dissertation takes the performance appraisal system of the special equipment safety supervisor in Heyuan City as the object of study,to analyze and summarize the existing problems of current performance appraisal system of the special equipment safety supervisor in Heyuan City,such as single performance appraisal subject,non-standard performance appraisal process implementation,unreasonable appraisal index setting,lack of appraisal supervision mechanism,insufficient application of performance appraisal results and so on,through methods of literature research,questionnaire survey,interview and so on..And it analyzes the reasons that such problems come out.Based on the analysis and summary of the problems existing in the performance appraisal system of special equipment safety supervisors in Heyuan City and the reasons,this dissertation draws on the practices and experiences of other cities in China,meanwhile combines the actual situation of Heyuan City to establish a set of targeted performance appraisal indicator system,and proposes countermeasures and suggestions for improving the performance appraisal of special equipment safety supervisors in Heyuan City from five aspects which are rigidization,normalization,scientification,diversificaiton and bi-directionalization of performance appraisal,expecting to better play the role of performance appraisal in stimulating the initiative and enthusiasm of supervisors,and to further improve the efficiency of special equipment safety supervision in Heyuan City.
