Facing the new challenges and new demands in the construction of new-type smart cities,the state has put forward the concept of new-type smart city and encouraged the construction of new-type smart cities everywhere.In order to avoid all kinds of problems in the process of smart city construction and promote the healthy development of new-type smart city,the state has formulated "Evaluation Indicators for New-type Smart Cities(2016)" to guide the new-type smart cities construction of prefecture-level cities.As many counties and county-level cities have been included in national smart city trials,and there is no research on the new-type smart cities evaluation of counties or county-level cities,and the national evaluation Indicators system is only applicable to the new-type smart city evaluation of prefecture-level cities,in order to develop a set of new-type smart city evaluation indicators system applicable to counties and county-level cities to guide the construction of new-type smart cities,and to obtain objective and scientific evaluation results,this paper has carried on the new-type smart city evaluation method research,the main research contents are as follows:First of all,In the construction of new-type smart city evaluation indicators system,by analyzing the concept,characteristic and construction goal of new-type smart city and interpretation of "Evaluation Indicators for New-type Smart Cities(2016)" formulated by the State,from the angle of county and county-level city,this paper constructs the new-type smart city evaluation indicators system based on "Evaluation Indicators for New-type Smart Cities(2016)",which is applicable to counties and county-level cities.The evaluation indicators system contains 8 first-level indicators,18 two-level indicators and 38 three-level indicators,of which the first-level indicators for the Huimin service,precise governance,industrial upgrading,tourism and environmental protection,intelligent facilities,information resources,reform and innovation and the public experience,two-level indicators for government services,traffic services,social security services,medical services,education services,urban services,urban management,public safety,electric business services,logistics services,tourism services,environmental protection with wisdom,broadband network facilities,spatio-temporal information platform,open and sharing,development and utilization,institutional mechanisms,public experience survey.Then,in the construction of the new-type smart city evaluation model,it is divided into the indicators weighting model construction and the comprehensive evaluation model.By analyzing characteristics of the new-type smart city evaluation indicators system based on the counties and county-level cities,the combination weighting model of analytic hierarchy process and entropy weight method is constructed to calculate indicators' weights based on the principle of minimum deviation.The combined weights are applied to the comprehensive evaluation model of the grey relational analysis and TOPSIS to carry out the comprehensive evaluation of the new-type smart cities.Finally,this paper takes a county-level city of Jiangsu province as the evaluation object to carry out the experimental design of new-type smart city evaluation.Collect the indicators data and carry on the data processing,apply indicators data and the construction evaluation model to calculate weight and score of the evaluation indicators.The score of new-type smart city evaluation of the county-level city is finally 81.31 points(full score of 100 points)and the relative closeness of the object and ideal solution is 0.65.If the new-type smart cities construction is divided into four stages: preparation period(0-55),starting period(55-70),growing period(70-85)and maturity period(85-100),and the relative closeness is between 0.4 and 0.8,new-type smart city construction of the county-level city is in the growing period and good condition.Analyzing the evaluation results and putting forward corresponding suggestions for new-type smart city construction of the county-level city of Jiangsu province.
