Study On The Problem Of Rural Land Circulation In Xiangtan

Rural land circulation is the key factor affecting the agricultural modernization process.Recently,the CPC central committee and the state council to make decision to push forward the reform of rural land "three division",this is after the household contract responsibility system to implement an important reform of our country's rural land system.The priority of the reform of "three rights separation" of rural land is to promote rural land transfer and leave rural land circulation,and the potential of land is greatly restricted.Therefore,the healthy and orderly promotion of rural land circulation is an inevitable choice to effectively promote the moderate scale operation of agriculture and realize the transfer of rural surplus labor force and increase the income of farmers.This paper takes xiangtan city as an example to study the current situation,problems and countermeasures of rural land circulation.Study,xiangtan scale of rural land circulation has become a development trend of city suburb has become the focus of the land circulation area,is one of the important depending on the land circulation characteristic industry,the new type of agricultural management main body has become the main force of land circulation.This paper argues that,at present the main problems of rural land circulation will not high,some farmers circulation land circulation behavior is not standard,lack of land circulation industry support,land circulation problems such as imperfect financing loan services;Its main reason is that the farmer rights and interests protection mechanism is not sound,rural land circulation service system is not sound,the rural land circulation industry loan financing support system is not sound and land circulation mechanism is not sound,etc.This paper proposes that the main countermeasures and Suggestions to promote rural land circulation are to improve the three systems of land property rights,social security and risk prevention and control,and promote the rural land circulation.We should innovate the three main mechanisms of financial support,circulation model and financial support to encourage rural land transfer.We will build three platforms for management services,project docking and intermediary services to serve rural land circulation.We should cultivate the three main bodies of family farms,farmers' cooperatives and agricultural leading enterprises to invest in rural land circulation.We should take good care of land transfer and agricultural supply side structural reform,land transfer and rural labor transfer and land transfer and the construction of a new type of urbanization.
