Discussion On The Membership Qualification Of Rural Collective Economic Organizations

China is vigorously implementing the rural revitalization strategy,rural areas have achieved good momentum of development,the total amount of rural collective assets are increasing.The rural economic structure and social structure are also undergoing quiet and profound changes.There is a big gap between the needs of the standardized management of rural collective property rights and the status quo of unclear ownership rights,unequal rights and responsibilities,and limited protection of interests.The development foundation of rural collective ownership is being hit,and it is also deeply affecting the stability and harmony of rural areas.The development of rural areas is not the same,and the collective economic development between different regions is very uneven.Protecting the rights of members of rural collective economic organizations has become a key point of normative management.When the relevant systems of rural collective economic organizations are not perfect and the management is not standardized,it is inevitable that there will be irregularities or disagreements in the identification of work,and the lack of administrative intervention will not be able to achieve the desired results of the reform.It will also affect the overall stability of the rural areas,intensify new rural social conflicts,cause collective petitions by villagers,and consume a lot of administrative resources.It has become the most important point to explore the effective method of the qualification of membership of rural collective economic organizations.By means of questionnaire survey and village interview,this paper makes an understanding of the needs and problems identified by the members of rural collective economic organizations.We will comprehensively measure all kinds of special situations and improve the standards and procedures for identifying members of rural collective economic organizations.At the same time,from the aspect of grassroots administrative management,strengthen the confirmation and protection of the membership of rural collective economic organizations,strengthen the supervision of the identification process from the source,and put forward corresponding countermeasures and Suggestions.It forms an effective supplement to the theory and policy research related to the membership identification of rural collective economic organizations.On the whole,it puts forward targeted countermeasures from the aspects of policy system construction,government management and village-level management,so as to provide references for the membership identification related issues in different regions.
