The rural collective land ownership registration certification work is called "the second land reform",which is the important basis for safeguarding the benefits of peasantry and promoting the smooth circulation of rural collective land factor market and implementing the reform of land supply side.It is inevitable requirement that liberating rural productive forces and to achieving agricultural modernization,industrialization and scale.At present,the registration and certification of right of confirmation of rural collective land has four types of work,including the ownership of rural collective land,collective construction land use rights and farmers' homestead use rights,as well as farmland contracting managing right.In order to further understand the present situation and existing problems of the implementation of the registration policy of farmland,and the paper studied about progress,experience and highlight the difficult issues of work of confirmed right by field researches,literature collection,paid visits to land department and agricultural economic department.Main conclusions as below:(1)The main problem of the registration and certification of right of confirmation of collective landowner rights in rural areas is that the subject is unclear and there is no right to give the collective ownership of the peasantry.The main reason for this phenomenon is the misunderstanding of "collective rights are managed by the village government" and "replacing owner to hold documents" and the lack of protection of farmers' rights.(2)The main problem of the registration and certification of right of confirmation of collective construction land use right is repeated land acquisition and illegal land usage.The main reason for this phenomenon is shallow understanding of the policy,and peasantry's lack of opportunities and channels for benefits complaint.The main problem of the registration and certification of right of confirmation of farmer homestead is the problem of "one household has more than one homestead".The main reason is the standard definition of "one household",the definition of "homestead" and the problem about handling of "many homesteads".(3)The main problems of the registration and certification of right of confirmation of farmland contracting managing right included high cost,area is not accurate and the mapping department is difficult to work with the agricultural sector.It is one effective way to solve these problems that Liuyang adopts the policy of ensuring the right,the stock percentage without real rural land,along with active participation of the real estate registration department.Finally,aiming at the extensive problems in the policy implementation of the confirmation of right to rural collective land and proposing that the establishment of livestock and poultry breeding facilities agricultural land contracting managing rights,the establishment of the public service handheld App about rural collective land confirmed rights,the establishment of large data of the normal update and promote the use of the system about the registration and certification of right of confirmation of rural collective land.
