In 1887,Luohu Port on Shenzhen river became our country`s first major port,and the problem of Parallel Traders appeared as soon as Luohu Port was established.In addition to the huge national revenue loss incurred by the tax dodging nature of Parallel Trading,Parallel Traders are also having a negative impact on the normal social and economical order,which to some extent also negatively affect the relationship between Shenzhen and Hong Kong.Due to the severity of the problem,Parallel Trading has caused wide public concerns.Some of the main difficulties facing policy makers with regards to regulating Parallel Trading are political sensitivity,distinguishing Parallel Traders from normal travelers and the extensive cost both in money and time in manually checking all luggage.Customs port inspection department,as the main supervision o f entry-exit passengers' luggage,has been vital in the fight against smugglers.Combating smuggling is highly valued by Shenzhen C ustom.On 30 th June 2018,Luohu Port started to use facial recognition systems to identify Parallel Traders.This paper serves to examine the effectiveness of the new system as compared to that of the old,as well as possible methods on improving upon the current system.It is the main content that the article discusses.By using the theory of holistic governance,case studies and interview materials collected from officers and passengers,this paper intend to identify the problems in both the new system based on facial recognition and the old system based on experience and intuition as well as the possible problems of the combination of the two methods.Using the theory of holistic governance to do reasoning analysis,this paper aims to contribute a new way of thinking into the solution of Parallel Trading,in order to provide a better experience at custom clearance as well as demonstrating a better image of C hinese C ustom.This paper plans to sum up the existing problems of inspection methods on Parallel Traders.First,the low efficiency of the face recognition system results in justice difficulties and lack of human resource.Second,the old way of examining luggage has problems including broad discretion? lack of human resource ? high clearance pressure ? lack of separation between inspection and disposition.So it cannot effectively combat Parallel Traders problems.Third,the coordinated mec hanism of the new way and the ordinary old way examining luggage need to be improved.The customs officers tend to use the old way to examine luggage.The limitation of the hierarchical structure?regulation?information system are the root cause why Luohu port cannot solve the Parallel Trader's problem effectively.This paper propose some improvements to the method of combating Parallel Traders.Some recommendations include setting up a Parallel Trader's treatment group,improving the experience when people go through the port,accelerating the integration of information systems.In this way,we can improve the Parallel Trader's inspection problems using holistic governance as guideline.
