Customs inspection is the key link of customs clearances and supervisions,which plays an important role in cracking down on smuggling activities anddefending national and economic security. After China’s entry into the WTO, theChinese government has fulfilled the obligations actively. Consequently, greatchanges have taken place in numbers and complexity of international trades withglobalization. As a result, customs inspection is facing serious challenges to adapt tothe new situation. A guided document named "the21century customs" was presentedby WCO, providing a blueprint for the innovation and development of Chinesecustoms inspection. Undoubtedly, the research of reengineering of inspection processis of great importance.This paper starts with an analysis of the current situation of inspection in TianjinEconomic-Technological Development Area Customs, searching into the root cause ofproblems nowadays in the inspection process. This paper uses the experience ofadvanced inspection management and methods from foreign customs which are basedon the government process reengineering theory in the new public management. Thisarticle combines customs’ current inspection situation with Individual SoldierOperating System, uses “ESEIA Law” to reengineer a new inspection process. Thisnew inspection process gets rid of some unnecessary inspection steps like manualdeclaration dispatches and the manual declaration flow, and reorganizes the coreinspection steps such as performance assessments, enterprise feedbacks, riskmanagements, immediate inspection and so on, aiming to reduce manual workingtime by information technology. Another purpose of writing this paper is to improvethe inspection process to be more standardized, convenient, scientific andconsolidated. In order to fit the new inspection process, this paper tells about a neworganization reengineering plan and other supporting improvements: the use ofFlatting Management System and Specializing System, inspection departments’independence in decision-making, execution and supervisions, construction offocused inspection places as well as standardized files-making. By trying to create anew inspection working process adapted to Tianjin Economic-TechnologicalDevelopment Area Customs’ development, the writer hopes to solve currentinspection problems, to realize a high-proficiency working system with positive supervisions, to build an information-and-service based rank, to provide safer tradeenvironments and better services to enterprises in Tianjin Economic-TechnologicalDevelopment Area. Also, this paper means to give a reference for customs’development in other parts of China.
