A Study Of Inspection Process Reengineering For China Customs

Currently,in the context of subprime mortgage financial crisis,the world economy faces sluggish recovery,weak international demand,complicated international trade relations and rising protectionism,which causes fierce competition.The Customs is the national admiinistrative organ for the import and export of goods,and its working efficiency has a great impact on the country's competitiveness in foreign trade.Therefore,it's necessary to deepen reforms,streamline administration and delegate power,and reengineer business processes so as to create a sound business environment for foreign trade and enhance the competitiveness of domestic enterprises in foreign trade.At present,the customs inspection process is still relatively tedious and inefficient,which may cause contradictions in customs clearance links,decrease customs clearance efficiency,failing to meet the needs of effective supervision and trade facilitation.Therefore,it is necessary to learn from the successful experience of process reengineering and e-government integration at home and abroad to achieve customs inspection process reengineering.This paper studies the current inspection process of customs in our country under the guidance of theories on process reengineering.The paper is divided into five parts to discuss the customs inspection process reengineering.The first part briefly introduces the social environment background,theory and practical significance of the research.It also presents the ideas of the study,the methods adopted and the framework of paper after reviewing previous studies on process reengineering at home and abroad.The second part carries out the theoretical study on concepts related to customs inspection,information system which is crucial to inspection process reengineering and theories related to process reengineering.The third part studies the changes in customs inspection operation since the founding of the People's Republic of China,and summarizes the development of customs inspection into three stages.This paper discusses the necessity and feasibility of inspection process reengineering in customs through the analysis of the current domestic business environment for foreign trade,the purpose of inspection process reengineeriing,customs development strategy,human resources and information technology support system and other factors.The fourth part takes Wanzai Customs as an example to analyze and diagnose the inspection process by adopting the interview method,the field research method,the fishbone chart method,the chart method and other methods.It also redesigns inspection process based on Inspection Management System II and Individual Soldier Operating System.Besides,the paper studies the supporting measures of inspection process reengineering,such as human resources and organizational structure of Wanzai Customs,and evaluates the performance of the redesigned process and the follow-up and improvement measures of the new process.In the fifth part,based on the author'sparticipation in the reform of inspection process reengineering in Wanzai customs,this dissertation summarizes the main problems in the Ccustoms inspection in our country,and puts forward some suggestions for inspection process reengineering in other customs.according to my own.
