Research On The Measurement And Evaluation Of The Coupling Degree Between Science And Technology Finance And Economic Development Of Hohhot-Baotou-Erdos

Science and technology plays a decisive role in China’s economic development,which will is the driving force of economic growth.The development of science and technology can’t be separated from financial support.An important characteristic of contemporary economic development in China is the transition from extensive economy to intensive economy,which requires the deep integration of scientific and technological resources and financial resources.The coordinated development strategy of "hu-bao-yin-yu" economic zone is one of the major strategic deployments made by the CPC central committee for the new characteristics of regional coordinated development in the new era.As an important part of the "hu-bao-yin-yu" economic zone and one of the important growth poles of Inner Mongolia’s economic development,the economic transformation and development of the "Hohhot-Baotou-Erdos" three cities can’t be separated from the deep integration of science,technology and finance.Based on the review of domestic and foreign research results on the relationship between the financial and economic development of science and technology,based on the first use of intuitive chart summarizes five years from 2012 to 2016,call Hohhot-BaotouErdos financial input of science and technology,change characteristics of financial output of science and technology,economic development,found that call package Hohhot-BaotouErdos financial input and output of science and technology,economic growth gradually.Secondly,the author regards the science and technology finance of Hohhot-Baotou-Erdos as an integral system and the economic development as an integral system,and establishes the index system of the science and technology finance and economic development of HohhotBaotou-Erdos.The proportion of fiscal expenditure on science and technology in the total fiscal expenditure,the proportion of enterprise R&D expenditure in the main business income,the proportion of R&D researchers in the whole society R&D researchers and other funds of R&D research and test funds are regarded as the indicator system of science and technology finance.GDP growth,unemployment rate and per capita disposable income of urban residents should be established as an indicator system of economic development.Third,the entropy weight method was used to process and determine the weight of the original data of the two major indicator systems of the technology,finance and economic development from 2012 to 2016,and to analyze the coupling relationship between them.It is found that from 2012 to 2016,there is a coupling relationship between finance and economic development,but the overall level of coupling degree and coordination degree is low.Hohhot city presents the economic development leading type grudging coupling,Baotou city gradually moves toward grudging coupling state from the verge of imbalance,and Erdos is in the verge of imbalance state.Fourthly,by using the questionnaire survey method to analyze the impact of Hohhot and Baotou and Erdos science and technology finance on economic development,it is found that the development of Hohhot and Baotou and Erdos science and technology finance will promote the economic development no matter in the short term or in the long term.Fifth,according to the above analysis,Suggestions and opinions on the coupling and coordinated development of science and technology,finance and economic development of Hohhot and Baotou and Erdos province and Hohhot and Baotou and Erdos province are put forward to provide suggested countermeasures,theoretical and practical support for industrial structure transformation and upgrading in Hohhot and Baotou and Erdos province.
