Research On Evaluation And Mechanism Optimization Of Public Bidding Supervision In N County

The bidding mechanism of the project has been more than 200 years since its appearance.The bidding mechanism is an important means of implementation of the market economy.Since China's reform and opening up,it has made great achievements,the market price economy in China has continued to develop,and the field of engineering construction has gradually opened up.The bidding mechanism was introduced to China from the 1980 s.After 40 years of development and upgrading,China's bidding mechanism has been gradually improved,and a bidding system suitable for the market economy with Chinese characteristics has been established,which is in line with international standards.The bidding work of government public works has also been gradually improved.The current bidding process can effectively regulate the behavior of enterprises and the government in bidding,guarante the quality of project constructions,increase the government's capital sales,and reduce the occurrence of illegal activities such as tax evasion and tax evasion.Establish a fair and harmonious market atmosphere.However,from time to time in the bidding process,the use of bidding loopholes for illegal profit,such as false bidding,bypassing bidding,accompanying bidding,dark bidding,leadership intervention,unfair selection,etc.,seriously interfere with the fairness of the market.This requires strengthening government regulation.This paper takes H County public project bidding supervision as the research object.Firstly,it introduces the development background and research significance of project construction bidding.According to the research data of predecessors,it summarizes the research status of bidding supervision and introduces relevant concepts.The definition of concepts including public works,bidding and bidding supervision,including public choice theory,government bidding supervision system,institutions and processes are elaborated.Afterwards,the scale and management mode of public works bidding in H County were introduced in detail.Although H County has achieved good results in public construction,it has also exposed some problems.This paper summarizes the problems and reasons of the supervision mechanism of public works bidding in H County by studying the typical cases of public bidding supervision in H County.Finally,this paper combines the research results of predecessors to construct the supervision system of public works bidding in H County.Suggestions for improvement were made.
